REPORTS TO: Executive Director of Student Services
SUPERVISES: Supervises Health Services personnel (campus nurses, nurse extenders, and substitute nurses) throughout the district.
EDUCATION: BSN, MSN or Equivalent Experience Preferred
EXPERIENCE:
Minimum three years of successful experience as a school nurse
Position Function/Purpose
Plan, administer, implement, coordinate, and evaluate a comprehensive program of student health services for the district. Maintain an emphasis on providing assistance to health services personnel and advocating for each student to have access to needed services.
Major Responsibilities
Health Services Management
1. Determine goals, objectives, and priorities of the health services program in conjunction with nurses and other staff and within the goals and strategic plan established by the district.
2. Identify, analyze, and apply current nursing and medical evidence based research findings to plan and provide health care delivery for all students. Evaluate and improve school health practices and policies and make changes as needed based on findings.
3. Coordinate the activities of health services personnel and assist health services personnel as needs arise.
4. Serve as a liaison among the speech therapists, special education staff, counselors, and other student services personnel within the district.
5. Conduct yearly review and revision of the health services handbook, the district comprehensive plan for school health services, and the annual program assessment.
6. Schedule and manage district wide state-mandated screenings.
7. Complete annual district level state compliance reports for immunization, vision and hearing screenings, and scoliosis screenings.
8. Guide health services personnel in interpreting the policies of health services through staff meetings and orientation of new employees.
9. Coordinate and/or serve as a permanent member of district’s school health advisory committee. Participate in the development of health education curriculum and contribute to other committees related to health and safety issues of students and staff.
School/Organization Improvement
10. Provide assistance to principals and nurses on the scheduling of nursing services.
11. Assign health services personnel to campuses based on district needs and availability of staff.
Personnel Management
12. Recruit, interview, select, train, supervise and evaluate health services personnel.
13. Coordinate with Human Resources for hiring, retention, discipline, and dismissal for health services personnel.
14. Give assistance to principals and nurses in the formulation and monitoring of campus-level or district-level improvement plans.
15. Coordinate department and district staff development, orientation, training, and certification as related to health needs of students.
16. Share responsibilities with principals to evaluate performance of school health services personnel to ensure effectiveness and develop training options and improvement plans as needed to improve performance. Serve as the first evaluator of campus nurses.
Administration and Fiscal/Facilities Management
17. Work with principals and nurses in the assessment and planning for alterations in school nursing facilities.
18. Coordinate AED, trauma readiness and bleeding control programs district wide.
19. Prepare and submit program budget recommendations and exercise responsible management of the
budget for the school health services department.
Student Management
20. Serve as a health consultant to assist district personnel in working with students with health needs.
School/Community Relations
21. Provide information to parent and civic organizations about the school's health services.
22. Serve as a liaison among the medical community, the school and the parents, acting as an advocate for the child.
23. Work directly with the school medical advisor, health department, and other community agencies in school health issues, such as communicable disease outbreaks and critical incident management.
24. Assist health services personnel in utilizing community resources for teaching and health care.
Policy, Reports, and Law
25. Implement and comply with policies established by federal and state law, Texas Board of Nursing Nurse Practice Act, Texas Department of State Health Services rule, State Board of Education rule, and board policy.
26. Develop programs and recommend policies related to health and safety. Provide expert advice to district administration and other departments regarding policies, procedures, nursing, and healthcare standards on matters impacting student, staff, and the community.
27. Collaborate with district level administration to integrate and implement health policies and practices with priorities of the district.
28. Manage the delivery of all campus health services and ensure consistent implementation of school health policies regarding immunizations, communicable diseases, medication, and emergency care of ill and injured.
Professional Growth and Development
29. Plan for and engage in professional development which updates knowledge of content, programs,
methods, and trends in school health services with a focus on evidence based practice.
30. Observe professional and ethical standards in accordance with generally accepted community
and professional standards, including the Texas Education Agency and National Association of School Nurses code of ethics.
31. Perform such other duties as may be assigned or as may be necessary for job effectiveness
Supervisory Responsibilities
Supervise and health services personnel throughout the district. Serve as the primary appraiser in the annual evaluation of campus nurses.
Qualification Requirements
Minimum Education/Certification:
- Registered Professional Nurse with unencumbered Texas license
- BSN required, MSN or equivalent experience preferred
Special Knowledge/Skills:
- Experience in effective leadership of adults
- Ability to communicate effectively and to motivate others
- Training in and experience with school nursing
- Ability to work well with a diverse population
Minimum Experience
At least five years of successful experience as a Registered Nurse

The noise level in the work environment is usually moderate. Must be able to work with frequent interruptions and maintain emotional control under stress. Moderate carrying and lifting may be required on occasion. Occasionally required to travel to facilities within the district. Occasional out of town travel may be required. May be required to work after school and weekends.
