Position Description


The Director of Homeless Services is responsible for the management of programs that provide enhanced shelter, day center and health services to people who are experiencing homelessness in King County. These programs are focused on providing low barrier, trauma informed, harm reduction services.

The Director of Homeless Services takes a lead role in exploring and developing new programs and services for people experiencing homelessness in King County. This requires managing many relationships with fundraising groups, community leaders and funders. In addition, the Director is engaged in community wide planning initiatives such as: the coordinated entry system and advocacy initiatives that engage the voices of people with lived experience of homelessness and poverty.


The Director of Homeless services is responsible for staff supervision, preparing and managing program budgets, preparing funding applications, maintaining relationships with contract monitors, being the staff liaison to fundraising groups, local advocacy, and ensuring the upkeep of housing facilities. This position manages approximately XX million of funding annually.

Responsibilities:

This position works with the leadership team to design and deliver innovative, welcoming, and comprehensive services and housing for people experiencing deep poverty and homelessness. The purpose of our work is to ensure people have access to healthcare and supports they need to thrive. The team works to promote social changes to dismantle systemic injustices and inequities that contribute to housing instability.


Leadership

This position is responsible for providing leadership on homelessness in King County. This includes managing the service provision of enhanced shelters, day centers, health services and new program development. This position steers the mission and vision for services in the programs under their supervision. The Director takes initiative in programming decisions.

  • Responsible for the oversight of hiring and supervising all Program Managers/Directors for the programs under their supervision.
  • Provide guidance on the service provision to ensure that it aligns with the agency mission and values
  • Evaluate program outcomes through a racial equity lens to inform the development of best practices and culturally relevant services
  • Participate in care review consultations for clients in crisis
  • Handle grievances from clients and staff
  • Responsible for ensuring staff attend required trainings.
  • Ensure client records meet agency and contract standards.
  • Be a liaison between the program leadership and funders and community members
  • Ensures that responsibilities outlined in the Legal Protocol are accomplished in a timely and effective manner.

Fiscal Management

The Director of Homeless Services is responsible for the fiscal health of homeless service programs under their supervision. This includes oversight of budget management, grant writing, and government contracts.

  • Prepare and monitor separate budgets for programs for approximately XX million of annual funding across the programs. This includes federal, state, county and local government funds which are subject to audit.
  • Monitor government contracts. Assist programs with record keeping and audit preparation.
  • Monitor the data collection on clients into the agency database and the local Homeless Management Information System. Ensure the data keeping meets the requirements of annual demographic and service reports for several funders.
  • Approve annual state reports using WBARS.
  • Write applications for funding including government, foundation and private sources.

Program and Community Development

This position represents the agency in planning processes with the King County Regional Homeless Authority, King County Housing Authority, corporate funding partners, and other community partners.

This includes managing relationships with multiple local funders, community leaders, and advocacy groups. The Director takes an active role in advocating for services with local, county and state funders.

  • Partner with local funders and community members to develop new program opportunities for people who are homeless in King County. This includes preparing applications, developing budgets, designing staff teams, creating program guidelines, and working with external consultants such as architects and builders when necessary.
  • Explore new partnerships and programming opportunities for the agency.
  • Take a lead role in the community planning initiatives with the King County Regional Homeless Authority
  • Work with volunteer community groups that support agency programs.
  • Represent the agency to the local coalitions and planning groups.

Advocacy

This position represents CCS King County in the community. This includes managing relationships with multiple local funders, community leaders, and advocacy groups. The Director takes an active role in advocating for services with local, county and state funders.

  • Work to increase resident involvement in advocacy.
  • Engage in advocacy at local and state levels including organizing staff and residents and testifying in hearings.
  • Participate in the agency Advocacy Council.

Job Conditions
This position requires the employee to work in an environment where there may be exposure to blood, bodily fluids, and other potentially infectious material. Other exposures could include cleaning supplies, bedbugs, chemicals involved in pest control, paint and other materials used in building maintenance, building temperature fluctuations, dust, noise, and odors. Working conditions include interruptions, crisis response, and regular interactions with individuals who are dealing with issues of chemical dependency and/or mental illness, or are experiencing anger or frustration.

  • Able to hear telephone rings, phone conversation and face-to-face conversation, door bells and emergency alarms.

  • Vision that enables person to read normal size print and handwritten notes; and distance and peripheral vision than enables person to monitor living spaces and identify concerns that require staff response.
  • Able to sit for sustained periods of time.
  • Able to walk the entire building and ascend and descend stairs quickly to move from one floor to another in order to respond to emergency situations.
  • Mobility/dexterity of hands/arms to enable keying into a unit or other locked area as well as using computers and other office equipment.
  • Ability to prioritize multiple tasks, and to work independently and as a team member.
  • Ability to regularly lift and carry up to 20 pounds and occasionally up to 40 pounds.
  • Regularly able to perform duties as assigned.
  • Able to make independent decisions and apply sound judgment in performing job duties.
Qualifications:
  • BA in Human or Social Services or equivalent experience working in shelters, social services or low-income housing setting.
  • At least four years of managerial experience with strong skills in hiring, coaching, training and evaluating.
  • Two years of experience in direct social service to low-income and special needs populations, including homeless adults.
  • Advanced skills in Microsoft Office 365 tools.
  • Knowledge of and commitment to the principals of Housing First and Harm Reduction.
  • Understanding of racial inequities impacting people in poverty and a ability to think critically about system change to address disparities in access and outcomes.
  • Strong skills in hiring, coaching, training and evaluating.
  • Experience working with and understanding of data management
  • Experience with and understanding of program evaluation principles.
  • Demonstrated experience and knowledge of mental health, domestic abuse, drug/alcohol addictions, crisis intervention and other issues related to homelessness.
  • Ability to communicate effectively both orally and in writing.
  • Ability to work within the mission, goals and objectives of Catholic Community Services
  • Ability to work independently and as a member of a team.
  • Demonstrates the necessary attitudes, knowledge and skills to deliver culturally competent services and work effectively in multi-cultural situations.
Preferred Qualifications
  • Master’s degree or higher in Social Work, Public Administration or a related field.
  • 5+ years’ experience in a social service setting
  • Lived experience of homelessness and/or poverty.
