Position Summary & Responsibilities

Position Summary: This position performs highly specialized work providing intelligence collection, security threat group evaluation, and criminal investigation duties for the Kansas Department of Corrections under the direction of the Special Agent Supervisor as coordinated with the Intelligence Program Director of the Enforcement, Apprehensions, and Investigations (EAI) Division.

This position serves a critical role in the overall safety and security operations of an institution, facility, or area; to include monitoring and evaluating internal activities and conducting criminal investigation of cases involving introduction of contraband, narcotics, threats and acts of violence, sexual assaults, white-collar crimes, disturbances, and other violations committed against the State of Kansas. The candidate will be responsible for local implementation of the Intelligence Program, conduct investigations which may extend over periods of weeks or perhaps months, which require application of the full range of investigative techniques, including online database research, surveillance, and interviewing in order to affect the apprehension and prosecution of suspects and violators. The candidate will also confer with prosecutors for preparation and presentation of evidence in courts of law and other legal proceedings. The candidate will provide aid and assistance to other criminal justice agencies as time and circumstances permit.


Job Responsibilities may include but are not limited to the following:

  • As Intelligence Coordinator, will work in conjunction with the Intelligence Program Director to bridge relevant data collections into a cohesive application both operationally and strategically.

    • Identify information reporting processes and sources within their respective Corrections Operational Environment.

    • Coordinate and guide personnel in the accurate collection and organization of data from available reporting processes and sources.

    • Research, obtain, and interpret information and data from automated and manual internal and external resources to aid in the collection of intelligence and/or information for criminal investigative purposes.

    • Receive and prioritize requests for research assistance and determine what type of assistance is needed to initiate the collection of intelligence and/or information in a timely manner.

    • Provide oversight, ensure timely data-entry, and guard against compromise of intelligence portals and data integrity.

  • Use legally accepted methods to collect, evaluate, and disseminate as appropriate, intelligence information acquired from residents, offenders, agency employees, the public, outside agencies, etc.

    • Review reporting that includes, but is not limited to, narrative, incident, use of force, surveillance, investigation, arrest, and intelligence reports, to identify content relevant to EAI data tracking operations, intelligence, and investigative initiatives.

    • Review reports for compliance with applicable statutes, regulations, policies, procedures, and directives.

    • Preserve information, documents, and related evidence relevant to intelligence and investigative cases, maintaining an established chain of custody.

    • Maintain a contact network of KDOC, local, state, and federal law enforcement and intelligence organizations for the purpose of acquiring ongoing intelligence information and education.

    • Act as KDOC intelligence and information sharing liaison and share corrections threat, contraband, crime trend or investigative information.

  • Gather intelligence information in individuals and activities associated with Security Threat Groups (STG).

    • Evaluate information to determine risk to facility operations and the safety and security of the institution, facility, or area.

    • Prepare and maintain detailed STG documentation and records for use of EAI and other law enforcement agencies.

    • Assist and collaborate with outside criminal justice entities to identify, validate, and analyze information and level of threat assessment to the institution, facility, or area by STG activities.

    • Confer with supervisor, Intelligence Program Director, and administrators to identify strategies to monitor and deter STG behavior.

  • Conduct sensitive and complex criminal and administrative investigations, and enforcement actives, independently or with the cooperation of other agency units or external law enforcement agencies, in accordance with all applicable laws, rules, regulations, and policies as directed.

    • Use resourcefulness and creative thinking to resolve complex investigative and analytical problems and to anticipate and cope with exigent circumstances and situations.

    • Conduct interviews with victims, witnesses, and suspects – both cooperative and hostile – to obtain relevant case information in accordance with rules of evidence and established rights.

    • Protect and process complex crimes scenes by securing and managing the scene and identifying, collecting, preserving, and evaluating physical evidence in accordance with established standards.

    • Search for evidence in a systemic manner to determine the existence of criminal or administrative violations and top obtain necessary evidence as necessary to affirm or dispel the allegations of improper or illegal activity, using investigative methods and techniques.

    • Conduct arrests as appropriate.

    • Prepare and maintain complete comprehensive documentation of the history of each case being investigated.

  • Communicate effectively, verbally and in writing, to provide information, prepare reports and correspondence, create / update procedures, train staff, establish, promote, and maintain confident and cooperative relationships with others (residents, offenders, agency employees, the public, outside agencies, etc.), to promote collaborative participation and meet the Department’s vision, mission, and goals and objectives.

    • Communicate and share intelligence and other information in a responsive and understandable manner with other EAI Units, Central Office staff, facility and contract staff, and other law enforcement / criminal justice agency personnel.

    • Prepare and submit clear, concise, comprehensive, and cohesive written intelligence and investigation reports in a timely manner.

    • Present investigative and analytical evidence and findings during disciplinary hearings, unemployment hearings, sexual assault incident reviews, serious incident review hearings, court examinations, and trials.

  • Confer with prosecutors for preparation and presentation of evidence in courts of law and other legal proceedings; present clear evidence to obtain subpoenas, search, and arrest warrants.

    • Participate in raids to seize evidence and / or apprehend suspects. Appear and testify in administrative and legal proceedings.

    • Aid other criminal justice agencies as requested as time and circumstances permit.

    • Work with other EAI Units, law enforcement agencies (city, county, state, and federal) and other community agencies in locating and apprehending escapees, parole violators, absconders, and other criminal suspects.

  • Perform other duties as assigned.

Qualifications

Minimum Qualifications: Must meet all minimum qualifications and necessary special requirements for CO I A; be at least 21 years of age at time of appointment; have two years or relevant experience in the field of corrections or in the detention of convicted offenders; and have successfully completed the Corrections Officer Training Program (COTP). At the discretion of the agency, relevant college coursework or completion of corrections officer training in another jurisdiction may be substituted for some of all or the required COTP.

Must be free from felony convictions and free from misdemeanor convictions involving domestic violence. Must be able to effectively provide credible testimony to sustain a conviction; therefore, the applicant must not have any Brady/Giglio material in background to be legible for hiring. This position requires the use of a firearm for law enforcement duties. Therefore, to be eligible for appointment, candidates cannot be prohibited from shipping, transporting, possessing, or receiving a firearm or ammunition under 18 U.S.C. § 922(g) or (n), K.S.A. 2013 Supp. 21-6301, or K.S.A. 2013 Supp. 21-6304. Three (3) years’ experience in corrections or detention work. Previous work experience in investigations and/or law enforcement. AA or AS degree (or 60 credit hours) in criminal justice or related field.

Possess a valid Driver’s license.

Knowledge of general criminal law and law enforcement procedures and practices.

Knowledge of procedures and practices of supervising residents confined to an adult maximum correctional institution.

Knowledge of the Prison Rape Elimination Act.

Knowledge of controlled substances and the laws governing them.

Knowledge of collective bargaining agreements and personnel directives.

Preferred Qualifications:

  • Graduation from high school or equivalent. Must possess valid, current driver’s license. Must be 21 years of age, free of misdemeanor convictions involving domestic battery as an adult – unless the conviction was for a battery committed prior to July 1, 1997 and has been expunged. Must be free of felony convictions. Must pass KDOC written Corrections Officer Test and must take and pass a drug screening test approved by the Division of Personnel Services. Must be able to perform the physical functions deemed essential for this classification.

  • Certification as a Corrections Officer by the Secretary of Corrections. Ability to deal effectively with individuals. Knowledge of procedures and practices of supervising residents confined to an adult maximum correctional institution. Ability to use physical force as warranted subduing violent residents / offenders.

  • Proficient in the use of computer applications including the use of Microsoft Office Suite of Products.

  • Incumbent must possess good overall physical & mental condition consistent with the unassisted ability to perform, with or without reasonable accommodation, all statutorily defined activities, duties & tasks of a Special Agent / Special Agent Supervisor. These activities, duties and tasks are presumed to include the responsibilities as set out in Sections 19, 21, 24, 25, 26 and 27 above.
