GENERAL DESCRIPTION:

A&I Human Resources Division is seeking applications for Human Resource Associate II that will be joining a motivated and forward looking team working to consistently improve all services provided to Department of Corrections (DOC) employees. Our team is tasked with the HR services for DOC covering locations around the entire state. This position will primarily be assigned to overseeing Correctional Officer Recruiting and will act as a generalist covering a defined group of employees. Candidates will be considered for the following locations: Cheyenne, Newcastle, Lusk, Rawlins, Casper, Riverton and Torrington. This position will also be included in other HR duties.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.
  • Facilitates correctional officer testing.
  • Source candidates and conducts cold calls to generate new applicants.
  • Attends career fairs and establishes community contacts in advertising open positions.
  • Conducts backgrounds for correctional officer candidates in accordance with policy.
  • Coordinates initial POST certifications for new correctional officers.
  • Prepares and approves, within delegated levels of authority, human resources related actions in the multiple HR areas.
  • Prepares and/or reviews forms for human resources, payroll and related actions.
  • Maintains accurate human resources records.
  • Prepares recruitment announcements and advertisements, and provides advice and counsel to supervisors and managers on the recruitment process.
  • Provides advice and counsel to employees, managers and supervisors on benefits matters.
  • Conducts employee orientation and assists in the conduct of human resources related training.
  • Provides input into the recommendations of changes in human resources procedures.
  • Acts as lead worker/supervisor over employees in the first, second, and third level in this class family.
  • Conducts agency level reviews of job content questionnaires and makes initial assessment on reclassification.
  • Acts as an expert adviser to agency HR staff on payroll processes and approvals.
  • Serves as a point of contact and liaison with agency human resources staff on one or more matters related to hiring, pay rates, payroll, position vacancies and employment policies and procedures.
  • Inputs data into and maintains state wide human resource information systems.
  • Prepares reports at an agency or state wide level that can be used by managers and Central HRD for the purposes of managing human resources costs.
  • Ensures that data and records are kept in a manner which is user friendly and can be readily accessed and utilized.
  • Ensures work done is in compliance with relevant federal and state laws.

Qualifications


PREFERENCES:

Preference will be given to candidates who work well in a team setting.
Experience working as a corporate or military recruiter is a plus.

KNOWLEDGE:


  • Knowledge of principles, concepts, trends, and practices of human resource management.
  • Knowledge of employment rules and regulations.
  • Knowledge of project management techniques.
  • Knowledge of rank structure and chain of command.

MINIMUM QUALIFICATIONS:

Education:
Bachelor's Degree (typically in Human Resources)
Experience:
0-1 year of progressive work experience (typically in Human Resources) with acquired knowledge at the level of a Human Resources Associate I
OR
Education & Experience Substitution:
3-4 years of progressive work experience (typically in Human Resources) with acquired knowledge at the level of a Human Resources Associate I

Necessary Special Requirements


PHYSICAL WORKING CONDITIONS:


  • Typically, the employee may sit comfortably to perform the work; however, there may be some walking, standing, bending, carrying light items, driving an automobile, etc.
  • Lifting and carrying items to career fairs, such as tables and boxes with information.
  • Special physical demands are not required to perform the work.


NOTES:


  • FLSA: Non-Exempt
  • Traveling to DOC facilities or career fairs is required to conduct testing and could be up to 25% of the time.
