The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. HJF is seeking a Financial Analyst II to prepare and oversee financial information for the Diagnostics and Countermeasures Branch (DCB), within the Center for Infectious Disease Research (CIDR) at the Walter Reed Army Institute of Research (WRAIR). The incumbent will be expected to apply a wide variety of financial principles, expertise, and concepts to develop, improve and/or support the Branch.
The incumbent will work directly with the DCB Leadership and Operations office to develop budgets, review budget reports, and manage DCB funding.
Responsibilities:
- Performs monthly technical financial analysis of current expenses and projection trends to determine the present and future financial performance of the individual projects and provides feedback to the DCB Chief of Operations.
- Oversees/analyzes financial data, and provides analytical, forecasting, reporting, and project support to DCB Leadership.
- Produces monthly reports in collaboration with the HJF Headquarters Finance Department, which include key metrics, financial results, burn rates, and variance reporting.
- Monitors the Branch's total fiscal execution, and analyzes funding, obligations, monthly averages, and funding balance for the Branch as a whole, individual projects, programs, and stakeholders.
- Reviews monthly, quarterly, semi-annual, and/or yearly reports to ensure funds are consumed as required, addressing any projected/potential overspending or underspending with the Chief of Operations and other members of the DCB Leadership.
- Designs or modifies costing templates to accurately gather information for projects/protocols/laboratory assay to streamline the budgeting process.
- Develops and tracks expenses for supplies, materials, and equipment for multiple DCB cost codes.
- Drafts standard operating procedures for capturing assay, project, and protocol costs using established HJF budget templates and developed DCB assay cost templates with an emphasis on improving financial management at the protocol, project, and assay budget level across DCB.
- Conducts detailed reconciliation of data for multiple cost centers and funding sources.
- Ensures the financial support and reporting for DCB is accurate.
- Evaluates current and past financial data for accurate financial forecasting within DCB.
- Consults with the management team to develop strategic planning for budget development models that help with decision making and planning for short/long term future directions of the Branch.
- Oversees development and application of regulatory documentation that has any financial statement and budget.
- Develops, maintains, and distributes ad-hoc reports and financial models as needed.
- participates in DCB and HJF financial discussions and meetings as required.
- Maintains all information confidential unless required to provide the information with other entities by the Chief of Operations.

Required Knowledge, Skills, and Abilities:
- Excellent analytical, decision making and problem-solving skills.
- Attention to accuracy and detail.
- Strong understanding of how economic trends, policies, and regulations may affect the Branch.
- Analytical skills to process large amounts of financial information, for multiple budgets.
- Excellent computer skills to effectively use software to analyze financial information, identify trends, establish portfolios, and make forecasts. Decision-making skills to provide recommendations to the management team.
- Strong verbal and written communication and math skills are required.
Physical Capabilities:
- Lifting: Requires lifting materials up to 10 lbs.
- Job performance requires the ability to move around and between WRAIR in Silver Spring,13 Taft Court, Rockville, MD, and HJF Head Quarters.
- The individual must be able to stand or sit at a computer for prolonged periods.
Qualifications:
- This position will take place primarily in an office setting.
- Bachelor's degree in Finance or a related field.
- 0-2 experience required.
