Description

This is skilled work responsible for the safe and proficient operation of motorized heavy equipment within the Solid Waste department. This position works out of the Resource Recovery Facility on Buckingham Road.

Incumbents perform waste processing methods including solid waste handling, recovery, and recycling, and proper disposal methods. May work at other Solid Waste facilities and perform other duties as assigned. This is an essential position during declared County emergency events or natural disasters.

Duties and Responsibilities

  • Operates heavy equipment; such as front-loaders, backhoes, excavators, and skid steers.
  • Operates Class E vehicles; such as pick-up trucks and other light-duty vehicles.
  • Performs and documents vehicle and equipment safety inspections per County and industry standards.
  • Performs vehicle and equipment functionality tests to detect malfunctions.
  • Performs light preventative maintenance; such as greasing, blowing out radiators and filters, topping off fluid levels, changing filters, hydraulic lines, and grease fittings.
  • Performs vehicle and equipment washing, interior cleaning, and housekeeping.
  • Performs traffic control measures and tipping floor traffic management.
  • Communicates utilizing universal traffic hand signals and two-way electronic radios.
  • Performs waste screening and inspections for prohibited or unauthorized waste.
  • Identifies waste classifications to ensure proper disposal charges are applied for each customer.
  • Performs material solid waste handling methods; such as, sorting, relocating, segregating, constructing windrows, loading and packing waste, or recycling materials into transfer vehicles and/or roll-off containers.
  • Interacts with customers and provides general public education on proper disposal of solid waste materials and locations of other Solid Waste facilities.
  • Interacts with contractors and other county department personnel.
  • Prepares daily work logs and other associated paperwork.
  • Maintains facility grounds including sweeping, shoveling, dust, and litter control.
  • Conducts facility inspections to ensure compliance with permitted and environmental regulations.

Education, Experience, Licensing

  • Requires any combination of education and experience equivalent to High School graduation or GED equivalent and one-year heavy construction equipment operation or closely related experience.
  • Three years of experience in operating heavy construction equipment is preferred.
  • Possession of a valid driver’s license and an acceptable driving record is required.

Supplemental Information

  • Knowledge of Environmental Solid Waste Processing Regulations.
  • 16-hour Florida Solid Waste Operator certification or Ability to obtain certification within 6 months of employment.
  • Ability to operate heavy equipment.
  • Ability to read and understand various gauges and detect malfunctions on equipment and commercial vehicles.
  • Ability to perform general preventative maintenance.
  • Knowledge of general tool use used in preventative maintenance tasks.
  • Ability to communicate and interact both verbally and written form.
  • Must be able to work in and around trash; must have the ability to lift and carry 100 pounds; be able to stand, crawl, sit, or kneel at various times throughout the day; and work in variable weather conditions.
  • Work hours and days are Monday through Friday and Saturdays as needed. Specific hours and days are dependent on the assigned shift.
  • Must be able to work weekends, holidays, and overtime as needed.
  • Must be able to work flexible hours in emergency situations.
