POSITION: Housing Manager DEPARTMENT: Housing
HOURS: Full Time/ 9-80 Schedule SALARY: $26.42 – $33.72 hr.
PURPOSE/OBJECTIVE OF JOB:
To perform a variety of tasks in providing responsible administrative, coordination and advice on the following areas: Housing policies and procedures, departmental expenditures, public safety, and information on senior housing (Desert Jade & Legends).
SUPERVISORY RESPONSIBLITIES: Housing employees and volunteers.
ESSENTIAL DUTIES AND RESPOSIBILITIES:
(NOTE: All duties are considered essential because there is only one person in this position. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.)
1. Maintaining the Villas (including clubhouse, spa, landscape, inside and outside the apartments, etc.), perform annual inspections.
2. Analyzes, interprets, and explains housing policies and procedures.
3. Investigates and prepares reports on requests and complaints pertaining to housing and tenants’ behavior.
4. Prepare, update and enforce Lease Agreement, Rules and Regulations, Policies and any other applicable paperwork.
5. Handle all office correspondence, marketing, research and update tenants’ information and income limits annually.
6. Prepare Warrant Resolution, Budget Variance Report and Operating Budget for new fiscal year.
7. Handle all financial and accounting matters including Accounts Receivable,
Accounts Payable, month end reconciliation report, and check register.
8. Prepare monthly newsletter, assist Tenant’s Association in planning and organizing monthly activities.
9. Prepare Quarterly status report to the Board of Directors.
10. Respond to citizen complaints and requests for information.
11. Investigate, resolve, and handle all grievance/conflict between tenants.
12. Provides information, assistance on services available to seniors.
13. Collect monthly rents; Monitor and collect past due rents from tenants.
14. Perform other duties as assigned.
MINIMUM QUALIFICATIONS:
Knowledge of:
1. Standard office administrative and secretarial practices and procedures, including business letter writing.
2. Operation of common office equipment, including a word processor and personal computer.
3. Record keeping, report preparation, and filing methods.
4. Correct English usage, including spelling, grammar, punctuation, and vocabulary.
5. Standard business arithmetic.
Ability to:
1. Establish and maintain effective working relationships with those contacted in the course of the work.
2. Compose correspondence independently or from brief instructions.
3. Ability to perform accurate mathematical and statistical calculations.
4. Interpret complex rules and regulations and be able to exercise sound judgment within established procedural guidelines.
5. Respond to all emergency calls 24 hours a day.
6. Collect data, prepare complete and accurate reports and correspondence, and make sound policy and procedural recommendations.
7. Maintain budgetary administration and control.
8. Office practices and procedures, including filing and operation of standard office equipment.
9. Organize work, set priorities, meet critical deadlines, and follow up assignments with a minimum of direction.
10. Work under pressure and/or frequent interruptions.
11. Work with difficult tenants and others that work with the tenants.
12. Establish and maintain cooperative relationships between tenants.
MINIMUM REQUIREMENTS:
1. Graduation from High School or GED Equivalent
2. Possession of a valid California Driver’s License and a good driving record.
3. Two years of college and/or business college with focus in administration or closely related field.
4. Five years of management or supervisory experience.
ESSENTIAL PHYSICAL REQUIREMENTS:
Ability to: Patrol interior/exterior of buildings on foot.
Reach, turn, move from one location to another.
Speak clearly and correctly, sit, hear, handle.
Visual acuity (near-under 20 inches, far-over 20 feet), ability to adjust focus.
Perform one or more of the following functions simultaneously: reach, turn, bend, move from one location to another, handle, read, write, speak, sit, hear.
Ability to stand, walk, kneel, crouch, stoop.
ENVIRONMENTAL CONDITIONS TO WHICH EXPOSED:
Low to moderate noise intensity level.
TESTING/INTERVIEW:
- Background investigation, pre-employment physical and drug screening.
- Oral Interview required.
