Job Description
Under direction; plans, assigns, and reviews the work of employees involved in property rehabilitation programs; reviews proposals for feasibility and makes recommendations for county participation. Performs other related duties as required.

Required Qualifications
Any combination of training and work experience which indicates possession of the skills, knowledge and abilities listed below.

Bachelor’s Degree or three (3) years of construction administration and/or management work.

Ohio EPA Lead Safe Certificate and Ohio Lead Contractor Licenses. Willing to take class and pass test within 6 months of hiring.

Preferred Qualifications
Thorough knowledge of construction methods; state and local building code; federal and state programs related to property rehabilitation; grant application procedures. Advanced knowledge of policies and procedures of department*. Ability to define problems, collect data, establish facts and draw valid conclusions; calculate fractions, decimals and percentages; communicate effectively; resolve complaints and problems from citizens, program participants and government officials and administrators.

Description of Job Duty
The duties listed below are intended to depict tasks performed by this classification.

Administers and coordinates Community Development Block Grant programs regarding minor home repairs. Work with homeowners and contractors to complete projects in a timely manner. Attend pre bid meetings, bid openings, prevailing wage interviews and final quality inspections upon completion.
Complete and review initial inspection reports to determine what repairs are needed. Prepare scope of work to be placed out for bid. Prepare documents for owners to sign to accept work. Prepare contracts for contractors. Review contractors invoices for payment. Prepare weekly progress reports.
Monitor multiple jobs with multiple funding sources at one time.
Prepares applications for program funding (e.g., Federal Department of Housing and Urban Development, Ohio Department of Development, Area Agency on Aging, etc.); conducts research concerning application requirements; evaluates existing and previous programs; prepares required records and reports (e.g., program design, financial reports, etc.).

Provides information regarding rehabilitation programs to individuals and groups (e.g., construction contractors, township trustees, city, town and village officials, lending institution officials, program applicants, general public, etc.).
