POSITION: HR Benefits & Records Manager
RESPONSIBLE TO: Director of Human Resources
SCHEDULE: 90% Remote / 10% On-site
SALARY: $73,130 - $89,610
THE OBJECTIVE: You ensure our benefits and records are compliant and support excellence in the employee experience.
SUCESS: You will know you are successful when PPRM employees are familiar with our benefits, value their impact, and are comfortable navigating their resources. The HCMS is used to monitor, track, and administer the benefits programs and the employee profile and the coordination with payroll leads to timely and correct information in each paycheck. The employee records are complete and pass regulatory audits.
SNAPSHOT: Your days will be spent mainly on the computer, meeting with the team, supporting and the flow of information and electronic files, and collaborating with the payroll team. Much of your time will be spent interacting with our external vendors on strategy, compliance, and plan administration. You will find creative spaces to communicate our benefits information in an engaging and branded way. You will think strategically and from a place of improvement.
QUALIFICATIONS:
- You have experience working with employee benefits, leave administration, and records, and understand the impact of employee experience.
- You have worked with HCMS/HRIS systems in the past and can navigate them proficiently.
- You have advanced MS Excel skills and are excellent at using technology, such as MS Office, to improve the workflow.
- You have working knowledge of all pertinent federal and state regulations and filing and compliance requirements including ERISA, COBRA, ACA, FMLA, ADA, HIPAA, Worker’s Compensation, and DOL requirements.

PRIMARY AREAS OF RESPONSIBILITY / ESSENTIAL FUNCTIONS
- Leading Benefits Administration: You work with our brokers and TPAs for our leave, benefits, and retirement program administration and compliance, keeping employee experience and engagement at the forefront while considering improvements and changes. To do this you will:
- Serve as primary contact for plan vendors and third-party administrators.
- Manage day-to-day and routine operations of all PPRM benefits plans.
- Handle benefit inquiries and issues to ensure quick and thorough resolution.
- Prepare year end documents for 401k compliance testing and audit.
- Prepare, track, and analyze workforce data to ensure compliance with our benefits plans, ERISA, and the ACA.
- Stay current areas that affect your work such as market trends and regulatory compliance changes and communicate any needed policy and process adjustments.
- Develop and propose cost effective recommendations for improving our benefits programs to meet the needs of the agency’s population, while maintaining benefits legal and regulatory requirements.
- Assist in the design, implementation, and communication of education materials to attract and retain a talented workforce.
Maintain employee records: Employee information moves constantly, whether it’s a new hire file, a training certification, a life change, or any number of other recorded moments in the life cycle of an employee, you or a member of your team knows where to find that piece of (electronic) paper at any moment. You know that each employee file is up to date and the HCMS employee profile is accurate. To do this you will:
- Provide direct supervision and technical support for the HR Specialist responsible for data entry and filing. This includes hiring, training and development, performance review, timekeeping, recognition, and termination as necessary.
- Create systems and processes for tracking and filing required personnel document.
- Oversee accurate HR data entry into the HCMS to ensure employees’ paychecks have the correct benefits, PTO accruals, and salary so that employees have confidence in their paychecks.
- Manage the response to any system issues impacting employee benefits and records to ensure systemic problems are solved quickly.
Abortion Care: We all work in abortion care, whether it is referrals, information, education, counseling, performing, scheduling, etc. In this role, you will be serving employees who provide direct care and support abortion services through education, legislation, and more.

COVID-19 Vaccine & Booster: PPRM requires that all employees are fully vaccinated and boosted as a condition of employment. An employee is considered fully vaccinated two weeks after receiving the second dose of a two-dose vaccine (Pfizer or Moderna) or one dose of a single- dose vaccination (Johnson and Johnson/Janssen). The COVID-19 vaccine booster shot is required by the first day of employment, or five months after receiving the final dose of the original vaccine series, whichever is later. Proof must be uploaded upon starting. You will upload a picture or pdf of your vaccination card(s) on your first day of orientation.
Flu Protocol: All employees working directly with patients or working in a health center will be required to have the flu shot or wear a mask during patient contact or while in the health center from October 1 – April 30 each year (Flu Season). The flu shot will be available to health center employees in the health center in addition to being able to seek the flu vaccine externally through the medical plan or reimbursement.
