Job description

- Use Human Resource best practices, CBAs, WACs, and agency policies to support the success of employees and agency programs.
- Independently provide support and consultation on HR subjects including, but not limited to, onboarding, classification, pay, benefits, and other items related to employment with the Department of Health (DOH).
- Work in partnership with the assigned HR Business Partner (HRC4) to provide HR consultation to programs on low-level and corrective matters including, but not limited to, analysis of review periods, Just Cause, and progressive discipline.
- Consult with supervisors, employees, and agency leaders on HR topics including onboarding, classification, pay, benefits, and specifics related to state employment.
- Research, analyze, and interpret rules, laws, CBAs, and agency policy to answer questions and provide accurate information to internal customers to help them better understand their employment with the state such as information on seniority dates, periodic increments, and review periods.
- Review and process personnel action requests timely, for accuracy and compliance with CBA, civil service rules, and DOH policy including but not limited to Employment Offer Requests and Adjusting FTEs.
- With assistance from and in coordination with the assigned HRC4 Business Partner, use expert knowledge of rules, CBAs, and HR best practices including Just Cause principles to prepare documentation and recommend position on corrective actions, discipline, grievances, complaints, and appeals.
- Assist the HRC4 Business Partner in the identification of options for employees experiencing a reversion, reassignment, or layoff.
- Provide information to external partners such as the Office of Financial Management or other state agencies in response to inquiries or requests for documents.

Required Qualifications
Note: Experience defined below may have been gained through lived experience, volunteer experience, professional paid experience, or a combination of experiences, to include additional HR certifications and other HR training programs.
Option 1: Five (5) or more years of professional experience, assessing and facilitating solutions for human resource and or payroll problems and issues to include consulting on benefits and other employment actions.
Option 2: Three (3) or more years of professional experience as an HRC1 level or above within Washington State service, which includes experience assessing and facilitating solutions for human resource and or payroll problems and issues to include consulting on benefits and other employment actions.
Option 3: An associate degree or higher; AND three (3) or more years of professional experience, assessing and facilitating solutions for human resource and or payroll problems and issues to include consulting on benefits and other employment actions.
Option 4: A bachelor’s degree or higher in Business Administration, Human Resources, Social or Organizational science, or a closely allied field; AND one (1) or more years of professional experience, assessing and facilitating solutions for human resource and or payroll problems and issues to include consulting on benefits and other employment actions.
AND
Demonstrated experience and/or knowledge in the following areas:- Working with state civil service rules and collective bargaining agreements.
- Working with state and federal employment laws, such as the Fair Labor Standards Act (FLSA), FMLA, etc.
As well as demonstrated experience and skills in the following competencies:
