Primary function
This position will provide a central point of leadership, knowledge, coordination, guidance, and advise to management in labor relations for multiple facilities located in Pennsylvania, Kentucky and other regions. Assumes full responsibility for grievance procedures, arbitration, contract negotiations and mediation sessions to settle problems. Administers all phases of the Company’s labor relations programs. Promotes harmonious employee relations, sound wage administration, training and employment programs. Responsible for the entire range of labor relations activities of the organization.

Strong experience with all aspects of labor relations, including knowledge of the National Labor Relations Act, Taft-Hartley Act, global labor standards, and other labor regulations, acts, or laws; union organizing campaigns and recognition processes; the collective bargaining process, multi-employer bargaining, and contract negotiation; labor contract interpretation and administration, handling of grievances, mediation and arbitration; business acquisition and divestiture; NLRB proceedings; and constructive engagement with labor organizations.
  • Demonstrated experience with human resources matters, including EEO, diversity & inclusion, employee relations and engagement, safety & health, compensation & benefits, training & talent development, and talent management.
  • Strong interpersonal and communication skills with the ability to work with all levels of management, front-line employees, and labor unions.
  • Ability to leverage a collaborative and supportive approach to lead and motivate teams and end-to-end management of negotiations.
  • Experience in manufacturing industry, particularly in metals/steelworkers, is strongly preferred.
  • A Bachelor’s Degree is a minimum qualification, Labor Relations major is preferred.
  • At least 3 - 7 years of labor negotiations experience.
  • At least 5 years of traditional labor relations experience required.
  • 5 years prior Human Resources Generalist experience is a plus.
  • 5 years prior labor & employment law practice experience is a plus, but not required.
  • This job is onsite with primary office in Leetsdale, PA and additional sites in Eminence, KY.
  • Ability to travel as needed, up to 50%.Administers all phases of the Company’s labor relations programs at the Leetsdale, PA and Eminence, KY Plants.
  • Develop strong working relationship with plant and union leadership.
  • Analyzes collective bargaining agreement and develops interpretation of intent, spirit, and terms of contract to counsel management in development and application of labor relations policies and practices.
  • Represents management and meets with shop stewards and supervisors to investigate and resolve grievances.
  • Prepares statistical reports of types and frequency of actions taken concerning grievances, arbitration, mediation, and related human resource & labor relations activities to identify problem areas.
  • Verifies adherence to terms of labor contract by monitoring day-to-day implementation of policies concerning wages, hours, and working conditions.
  • Represents management in labor contract negotiations or serves as resource to negotiators by providing information on provisions of current contract and significance of proposed changes.
  • Studies legislation, arbitration decisions, and collective bargaining contracts to assess industry trends.
  • Coordinates and conducts new hire onboarding of unionized workforce.
  • Experience using ADP or other HRIS system is preferred.
  • Monitors and maintains training records for review, ISO annual audit. Directs preparation and distribution of written and verbal information to inform union employees of benefits programs such as insurance plans, pension plans, paid time off, bonus pay, and special employer sponsored activities.
  • Evaluates services, coverage and options available through insurance and investment companies to determine programs best meeting needs of union employees
  • Notifies employees and labor union representatives of changes in benefits program.
  • Directs performance of clerical functions such as updating records and processing insurance claims.
  • Trains employees or obtains external training in the areas of working in a diverse environment, equal employment and nondiscrimination regulations, and creating a discrimination-free and harassment-free workplace.
Language Skills: Ability to read, analyze, and interpret business journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from employees, management, regulatory agencies, or members of the business community. Ability to effectively present information to top management, employees and the public.
Mathematical Skills: Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
Reasoning Ability: Ability to apply principles of logical thinking to a wide range of practical problems.
Education, Training & Experience:
Bachelor (B.A.) degree in related field with six (6) years related experience and/or training, or equivalent combination of education and experience.

Employee is regularly required to sit and talk or hear. The employee is occasionally required to stand; walk; use hands; reach with hands and arms; stoop and kneel. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision.
