San Diego Youth Services seeks a Program Assistant/Medical Biller in the I CARE Program be based at our Mid-City Youth Center. This is a full-time & non-exempt position reporting to the I CARE Program Manager.

Promote overall health and well-being. Early intervention and care for the whole child are critical. We provide a broad continuum of services to help youth overcome trauma and challenges that put them at risk, including case management, counseling, mental health treatment and educational support and resources.

SDYS has a staff of approximately 215 employees and 80 volunteers working across San Diego County and an annual budget of approximately $22 million.

PROGRAM DESCRIPTION HIRING FOR

I CARE supports youth, up to age 21, who are at risk for or have experienced sex trafficking or other commercial sexual exploitation. The program provides a mental health clinic and a drop-in center. I CARE provided services to 129 youth and community training to more than 2,160 individuals during the past year.

CONTEXT OF THE POSITION

Responsible for administrative functions of the Clinic and Drop-In Center that support Commercially Sexually Exploited Youth to include medical records management, training, billing and quality management.

Essential functions include:

  • Responsible for all data entry into medical records management systems and compiling of health information in coordination with and as assigned by Program Manager and Director of Services. Complete status reports and monthly billing reports.
  • Develop and update as necessary medical records management databases in Microsoft Access and Excel applications. Maintain an access log of service partners seeking services and their disposition.
  • Bill primary and secondary insurance and post payments and denials.
  • Cross check service billing with documentation in medical records. Verify services are accurately coded.
  • Analysis of billing trends and problems and ability to abstractly reason to solve problems as they occur.
  • Provide general administrative support. Attend, coordinate and document staff meeting. This includes but is not limited to: answering phones, revision and replenishment of forms, faxing, duplicating, reception, typing, mailing, opening office, scanning medical records for storage, and printing records.
  • Provide direct services in the Drop-In Center as necessary including community outreach, accepting referrals, and developing and supervising a safe, welcoming environment for youth.
  • Determine service-partners health coverage and program eligibility.
  • Accurately gather service partner’s financial information and determine yearly deductible.
  • Maintain a chart organization for hybrid charts and oversee clerical volunteers as needed.
  • Evaluate contents of medical records technical completeness, accuracy and compliance of medical record.
  • Process requests for release of medical, personal or other information pertaining to clients or patients.
  • Accountable to the Program Manager for the maintenance of the facility, day-to-day cleanliness, meeting health and safety standards, and the provision of safe, consistent, and nurturing care for youth.
  • Assist Program Manager in recruiting, hiring, training, scheduling, supervision, and evaluating staff.
  • Assist Program Manager in screening, assessment, transition, intake, treatment coordination, and administration discharge of youth.
  • Establish and maintain linkage relationships with agencies, organizations, civic and community groups.
  • Report any necessary facility, I.T. or equipment repairs to Program Manager.

PREFERRED PROFESSIONAL EXPERIENCE AND QUALIFICATIONS

  • 2 years of medical records management.
  • Experience working with Cerner and Medi-Cal billing.
  • Working knowledge of various health coverage plans and funding sources.
  • Professional written and verbal communication skills. Bookkeeping, record keeping, data collection and contract compliance abilities.
  • Experience working with non-profits.
  • Bi-lingual preferred, though not required.
  • Knowledge of Microsoft programs including Excel, Word, and Access.
  • Trained and committed to cultural awareness.
  • Must able to pass clearance for working with minors.
  • Able to remain personable and organized.
  • Valid CA driver’s license, good driving record and willingness to use own properly insured vehicle on the job (mileage reimbursed).
  • Maintain certification in CPR and First Aid.
  • Employment is subject to required clearances which include tuberculosis test, fingerprinting, background checks, and drug testing.

Salary: $18.50-$20
