JOB FAMILY SUMMARY PURPOSE
Under the general supervision of the Director – Supply Chain Management, the Manager-Purchasing is responsible for planning, coordinating, and overseeing the procurement and the process of sourcing of essential materials and services to support business’s operations. The duties include identifying suppliers and comparing costs, negotiating low-dollar agreements, and partnering with materials management to develop inventory controls procedures for distribution, transmission, substation, and power generation inventory and non-inventory material, equipment, and services. The Manager-Purchasing will be responsible for coaching and developing a team of purchasing professionals; accountable for assisting in planning and administering best value, cost-effective and high-quality purchasing practices and standards that conform with applicable legal, audit, and FERC requirements.
EDUCATION
- Bachelor’s Degree: Procurement, Sourcing, Supply Chain Management, or related field; or an equivalent combination of related education and experience.
- Certified Purchasing Manager (CPM) or
- Certified Professional in Supply Chain management (CPSM) preferred.
- Lean Six Sigma certification preferred
- Knowledge of ERP, MRP and SRM systems and processes required
- Procurement in manufacturing and/or distribution related companies is preferred

MINIMUM KNOWLEDGE, SKILLS & ABILITIES
- Demonstrated work experience as a Purchasing Manager, Agent or Officer
- Familiarity with sourcing and vendor management
- Knowledge of purchasing’s best practices, procedures and ERP software and tools.
- Knowledge of RFP, bidding and sourcing concepts and principles.
- Knowledge of MRP practices within a manufacturing setting.
- Knowledge and understanding of the Company’s mission, strategic business plan and goals.
- Understanding and knowledgeable with data analytic tools. For example, PowerBI, Tableau and other cloud computing data tools.
- Working experience of vendor management software.
- Interest in market dynamics along with business sense.
- Ability to negotiate and network.
- Ability to prepare lead time reports, expedite orders and coordinate numerous tasks to meet deadlines.
- Awareness/knowledge of the union Contract and Safety management systems procedures.
- Availability to travel as needed for supplier visit and Industry trade shows.
- Experienced with Excel, Word, PowerPoint, and other Microsoft tools.
- Must maintain a clean driving record to operate company vehicles.
- Effective verbal and written communication skills.
- Must be able to cultivate and nurture effective working relationships with officers, managers, fellow employees, and the public.
- Ability to maintain a strong sense of propriety concerning confidential matters.
ESSENTIAL JOB FUNCTIONS
- Plans, directs, and oversees all procurement activity for Texas and New Mexico in support of distribution, transmission, substation and other departmental material and service needs.
- Monitors inventory levels alongside their purchasing team in order to manage demand forecast for materials and other items needing to be replenished.
- Develop, lead, and execute on purchasing strategies.
- Track and report key functional metrics to reduce expenses and improve effectiveness.
- Craft negotiation strategies and close deals with optimal terms
- Partner with stakeholders to ensure clear requirements documentation.
- Forecast price and market trends to identify changes of balance in buyer-supplier power.
- Perform cost and scenario analysis, and benchmarking.
- Assesses, manages, and mitigates procurement risks.
- Seek and partner with reliable vendors and suppliers.
- Monitor ongoing compliance with purchasing policies and procedures.
- Direct procurement policies to ensure all items are purchased and delivered within budget and time constraints.
- Identify and source new suppliers and vendors.
- Manage vendor and supplier selection process based on price, quality, support, capacity, and reliability.
- Reviews and approves all internal and external audits reports as well as responds to all audit reviews.
- Oversees the development of marketing plans, establishing selling prices, and negotiation and evaluation of bids for surplus material.
- Utilizes the performance management system to appropriately provide continuous coaching, counseling, and feedback to employees.
- Responsible for ensuring the enforcement of and compliance with all applicable Company policies, procedures and code of ethics as well as all applicable governmental laws and regulations to include employment, safety and environmental standards and regulations.

WORK ENVIRONMENT
- The Incumbents may be required to wear safety equipment and/or a respirator at times.
