JOB DESCRIPTION
Class Title: Nuisance Property Manger
Grade Number: 12N; exempt

GENERAL PURPOSE
The Nuisance Property Manger is responsible for enforcing the City of Allentown Rental Registration Violations and other related codes and ordinances, such as the At-Risk Property Ordinance, Blight Property Review Process, and the DCR Ordinance which assists in the elimination of Nuisance properties throughout the city.
SUPERVISION RECEIVED
Works under the supervision of the Housing Supervisor.
SUPERVISION EXERCISED
Exercises supervision over the Enforcement Officer and Rental Blight Inspector.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Ø Works from a thorough knowledge of Bureau operational policies, procedures, and practices.
Ø Assists Housing Supervisor in strategic planning, budgeting, and meeting program goals and timetables.
Ø Supervises the enforcement officer in day-to-day operations and functions.
Ø Oversees The Rental Blight Inspector and enforcement of Blight Properties and their Blight Designation processes.
Ø Oversees Blighted Property Process, Disruptive Conduct Ordinance, and the At-Risk Property Ordinance and Creates Documents, Coordinates appropriate meetings, Prepares letters and reporting and presents as needed.
Ø Interacts with other bureaus, agencies, or units of government.
Ø Develops and maintains processes and reporting systems and monitors program production to ensure goals and timetables are met.
Ø Assists in coordinating any enforcement policy and code interpretation to assure continuity and consistency for the City’s Rental Registration.
Ø Monitors procedures and processes to determine their effectiveness and recommend improvements.
Ø Improves administrative forms and system functions.
Ø Assists in Proposing, writing and advocating code or ordinance changes.
Ø Assist the rental department with Magistrate hearings and Court Issues for a Resolution.
Ø Responsible for promoting a high level of customer service, including the ability to deal courteously and tactfully with public customers.
MINIMUM QUALIFICATIONS:
Education and Experience:
(A) Three (3) years’ experience in a related field.
(B) Graduation from an accredited four (4) year college or university; or
(C)Five (5) years’ practical experience as a Property Manager or Government Enforcement.
(D) Valid Pennsylvania Driver’s License
(E) Equivalent combination of related education and experience.
Necessary Knowledge, Skills and Abilities:
(A) Thorough knowledge of Code Enforcement and Property Rehabilitation and Maintenance Code and the Buyer Notification Program, At Risk Property Ordinance and Blight Property Review Process.
(B) Knowledge of Business English, spelling and arithmetic.
(C) Ability to understand and follow moderately complex oral and written instructions.
(D) Ability to express ideas clearly, both orally and in writing.
(E) Ability to deal courteously and tactfully with the public and establish and maintain effective working relationships with superiors, other employees and the public with successful customer service experience.
(F) Ability to deal with the public, especially in difficult situations is essential.
(G) Ability to maintain confidentiality of financial, personal and business information is essential.
(H) Ability to lead, supervise, delegate, assign and coordinate work for the divisions under their control and responsibility effectively.
(I) Assists in the development of educational programs and brochures.
(J) May present educational programs to adult and youth groups
(K) Honest; Integrity; Self-Motivation
(L) Ability to Multitask
