BACKGROUND:
The Office of Civil Rights (OCR) coordinates the enforcement of equal opportunity and accessibility for Commerce employees, job applicants, and users of programs and services operated or funded by the Department. Further, OCR has responsibility for ensuring EEO, including affirmative action, for employees and job applicants within the Department. This includes nondiscrimination in activities and projects supported by the Department, including Title VI, Title IX, nondiscrimination for individuals with disabilities and all other civil rights mandates. OCR develops policies and administers programs for implementing civil rights.
The Department recognizes that its leaders and workforce must embrace the tenets of Diversity, Equity, Inclusion and Accessibility (DEIA). Executive Order 14035 Diversity, Equity, Inclusion, and Accessibility in the Federal Workforce, Executive Order 14020 on Establishment of the White House Gender Policy Council, and Executive Order 13985 Advancing Racial Equity and Support for Underserved Communities1 Through the Federal Government create an integrated focus on DEIA which enhances the diversity of the Department’s workforce and broadens its outreach to underserved communities. The nation is becoming more and more diverse. Therefore, it is necessary to leverage the various talent pools of the nation's population to maximize productivity. The underutilization of the workforce results in missed opportunities for innovation and productivity. In addition, workplace discrimination leads to financial losses related to losing and replacing workers. Committing to DEIA principles will help correct these operational and economical inefficiencies.
The Department is committed to delivering on the goals and values expressed in Executive Order 13985. The Department will better serve its workforce and customers if we reflect and leverage the nation's diversity. A diverse workforce with a diverse leadership will be more likely to understand the needs of a diverse customer base. Including a variety of viewpoints and experiences will result in better solutions that will meet the nation’s future needs.
The Office for Civil Rights (OCR) requests professional support for the Diversity, Equity, Inclusion, and Accessibility (DEIA) division, specifically, providing professional support for the Chief Diversity, Equity, and Inclusion Officer (CDO).
OBJECTIVE:
The Department’s DEIA Strategic Plan (Plan) has 205 action items that will have a significant impact on improving recruitment, retention, and overall employee satisfaction for every bureau and office in the Department as well as creating a safe and inclusive work environment. The Department’s Equity Strategic Plan (Plan) has 94 action items that will have a significant impact on inclusive growth and external-facing efforts to empower underserved communities in the economy. Additional personnel are required to ensure that the Department makes progress in OPM’s DEIA Maturity Model that is used to determine the status of DEIA across the federal government.
To accelerate Diversity, Equity, Inclusion, and Accessibility (DEIA) efforts at the Department of Commerce (DOC), a DEIA function must be adequately staffed and resourced. This staff augmentation provides an interim staffing plan for the DEIA function until FY 2023 and 2024 when federal staff can be onboarded.
Responsibilities:
The DS will perform analysis of all data into, out of and within Department of Commerce as needed. The DS will identify and quantify data issues within the organization and assist in the development plans to resolve these issues. The DS will l be responsible for data mapping and extract, transform, load (ETL) activities as needed. In addition, the DS will support routine data management processes and ad hoc user requests as well as perform testing activities as needed.
Qualifications:
Approximately 2 years’ experience in the field or related area:
- Four (4) years or more of strong knowledge of diversity, equity, inclusion, and accessibility (DEIA) disciplines.
- Four (4) years or more of experience collecting, reviewing, and tracking data related to program analysis and/or management with particular emphasis on EEO and DEIA.
- Four (4) years or more of experience writing and editing technical documents such as reports, briefings, and presentations that incorporate relevant research and background information.
- Must be able to utilize Microsoft Office software (Access, Adobe, Word, Excel, PowerPoint, and Outlook).
- Perform analysis of all data into, out of and within Department of Commerce as needed.
- Identify and quantify data issues within the organization and assist in the development plans to resolve these issues.
- The data analyst will be responsible for data mapping and extract, transform, load (ETL) activities as needed.
- In addition, they will support routine data management processes and ad hoc user requests as well as perform testing activities as needed.
EDUCATION:
Requires BS/BA degree in math, statistics, operations research, economics or quantitative discipline, and related industry certifications.

Department of Commerce headquarters at the Herbert Clark Hoover Building, 1401 Constitution Ave. NW, Washington, DC 20230
SCHEDULE:
Monday – Friday, 10 AM – 2 PM daily / 20 hours per week
Travel:
Limited travel may be required at the request of the Director. If required, the Contractor shall travel as approved by the designated TM or COR during the performance of this task order to attend meetings, conferences or conduct other official business covered under this task order.
