The Position

Position Definition: To attend a State of California Commission on Peace Officer Standards and Training (POST) Basic Police Academy; to develop an awareness of the functions, activities and responsibilities of a Police Officer; and participate in community engagement activities to foster positive community relationships.

Distinguishing Characteristics: This is a trainee level classification without peace officer powers, rights or privileges. Incumbent must graduate from the assigned, or currently enrolled POST Basic Police Academy, at which point, upon recommendation of the Police Chief, may be appointed to and sworn in as a probationary, entry level, Police Officer.

This classification is distinguished from Police Officer in that the latter is the fully-certified and trained level of the sworn series, fully capable of carrying out assigned duties on an independent basis. Police Recruit Trainee benefits are limited to those outlined under the San Leandro Confidential Employees’ Compensation Plan.

Supervision Exercised and Received: Receives direct supervision and tutorage from Academy training staff, as well as training staff from the San Leandro Police Department.

Duties and Responsibilities

Essential Functions: The functions of the classification may include, but are not limited to, the functions below and are subject to changes in operational necessity.


  • Attends and successfully completes a certified police training academy designed to provide an overview of the Criminal Justice System which includes training in various laws, police procedures, law enforcement techniques, first aid, weapons, and physical fitness;
  • Understands and is able to carry out oral and written directions;
  • Meets standards of physical stature, endurance, and agility established by the City;
  • Observes and accurately and remember names, faces, numbers, incidents, and places;
  • Uses and cares for firearms;
  • Learns, understands, and interprets laws and regulations;
  • Prepares accurate and grammatically correct written reports;
  • Learns standard broadcasting procedures of a Police radio system; and
  • Performs related duties as assigned.

Qualifications

Minimum Qualifications

Knowledge of:
Acquire a working knowledge of basic law enforcement terminology and concepts, public relations, and report writing;

Acquire a working knowledge of community-based policing strategies and other similar practices used to develop relationships with the community in order to best identify and address community needs and concerns;

Acquire a working knowledge of Vehicle and Penal Codes; laws of arrest, rules of evidence, legal rights of citizens, court procedures; and

Acquire a working knowledge of techniques for dealing with people from different educational, cultural, and socio-economic backgrounds.

Ability to:
Successfully complete a POST certified Basic Police Academy;

Identify and respond to community issues, concerns, and needs;

Adapt communication style to the audience, listen carefully, use respectful language and tone, and appropriate interpersonal and rapport building strategies to de-escalate situations;

Solve problems with creativity, adaptability, and flexibility;

Exercise tact and professionalism;

Use and care of firearms and small equipment;

Experience and Education Guidelines: Any combination equivalent to experience and education that would most likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:

Education: High school diploma or legal equivalent (GED) and completion of sixty (semester) college units or ninety (quarter) college units.

Experience: Must be eligible to attend a State of California POST certified Basic Police Academy or currently enrolled in one.

Licenses/certifications/other requirements: Upon successful completion of the California POST Basic Police Academy, must possess a valid POST Basic Law Enforcement Academy Certification of Completion at the time of appointment to Police Officer classification.

At time of appointment as a trainee, must pass a comprehensive background check and be willing to work such hours and locations as are necessary to accomplish the job requirements; travel to attend meetings, seminars and conferences. Classification requires the possession and continued maintenance of a valid class “C” California driver’s license.

Must be 21 years of age or older.

Must be a U.S. citizen or permanent resident alien who is eligible and has applied for citizenship.

Candidates must submit ONE of the following in order to be considered:

1) California POST Entry Level Law Enforcement Test Battery (PELLETB) "T-score" of 48 points or higher dated within one year of application. NOTE: California POST "T-scores" from other agencies will be accepted if it has been taken within one year of the date you submit your City of San Leandro application. Applicants must submit, on agency letterhead, a letter that states that individual has taken the California Commission on Peace Officer Standards and Training (POST) Entry Level Law Enforcement Test Battery (PELLETB) written exam. The letter must contain the total "T-score" and the date of the test. For information on where the PELLETB test is offered, please visit www.theacademy.ca.gov/tests.

ALL candidates must submit the following test certificate in order to be considered:

Record must be free from any felony convictions, or any convictions that would bar the applicant from legally possessing a firearm.

Upon successful completion of the California POST Basic Police Academy, must possess a valid POST Basic Law Enforcement Academy Certification of Completion at the time of appointment to Police Officer classification.

Conditions of Work: During the course of performing the functions of this position, the employee may encounter the following conditions:

Working indoors, working outdoors, heights, temperature changes, dust, fumes, smoke, gasses, chemicals, noise, electrical energy, computer monitor use, solvents, grease, oil, vibration, open flames, explosives, blood-borne pathogens, human waste, working alone or with other individuals.

SELECTION PROCESS

1. Application review. All applications will first be reviewed for minimum qualifications. A limited number of the best qualified applicants will be invited to participate in the next step of the selection process.

2. Structured Interview and/or Practical Exercise (weighted 100%). Candidates must achieve a passing score of 70% or higher on each weighted part in order to be placed on the Eligible List. Interviews will be conducted on a continual basis.

3. Departmental Interview. Top scoring candidates on the Eligible List will be invited to interview with the department hiring manager and/or team members. This date is to be determined.

4. Job Offer. The selected candidate will receive a conditional job offer, subject to passing pre-employment conditions which may include, but is not limited to, background check, criminal history check, medical, and verification of a valid California driver's license. If a pre-employment condition is not successfully met, the City reserves the right to rescind a job offer.
