Job Summary
The Procurement Contract Manager has oversight responsibility to provide leadership, direction, and support in establishing, standardizing, implementing, monitoring, evaluating and improving business practices for procurement production to ensure Douglas County contracting processes are meeting the county"s contracting needs in a legal, ethical and timely manner. This position is responsible for supervising, directing, developing, coaching, supporting, and monitoring performance of staff members who provide contract administrative support services by planning and conducting contracts, providing oversight and administrative functions for Douglas County. Strong communication and collaboration skills working with key stakeholders (internal and external), Executive Management, business partners, and staff is required. Requirements:
Bachelor"s degree in business administration, Finance, or closely related field
Five (5) years of purchasing experience including federal and state grant requirements; local government a plus
Or equivalent education, and/or experience
Procurement Certification a plus
Must be willing to submit to random drug and alcohol screening as directed
Minimum 21 years of age
Ability and willingness to drive a county vehicle
Must meet all eligibility requirements established by the Board of Commissioners
Demonstrates managerial/leadership ability to motivate employees to top performance
Demonstrates change management abilities that inspire creativity, innovation, and position change
Experience presenting complex technical information to non-technical stakeholders. Demonstrates collaboration skills to promote continuous improvement efforts

Employment is contingent on passing a mandatory Physical/Drug Screen/MVR and Background Investigation.

Salary: $70,000 based on qualifications; plus, a full benefit package
