Job Description:
The FEMA Integrated Public Alert and Warning System (IPAWS) is the national system for local alerting that provides emergence and life-saving formation to the public. CACI is offering an exciting Program Manager opportunity to lead a great team of emergency management professionals to train, educate and support emergency managers nationwide. You will be part of a knowledgeable team working out of CACI’s Technical Support Services Facility (TSSF) located at National Harbor, MD. As the leader of this team, you will be working with the FEMA Program Management Office (PMO), Engineers, Emergency Management SME’s, Order Management, and Finance teams.
Primary Purpose:
Program Management support for the overall success of planning, implementing, and executing complex projects delivering outcomes that meet or exceed customer requirements. Lead and supervise a diverse team of emergency management professionals in the effort to provide outstanding 24/7 support. Manage the upkeep of the CACI Contractor Owned/Contractor Operated (COCO) facility located in the National Harbor, MD.
Duties and Responsibilities:
- Responsible for all aspects of Program support associated with the Technical Support Services (TSS) statement of work.
- Ensure staffing levels are maintained to support customer mission and requirements.
- Ensure customer stated/documented requirements (within scope) are completed in a timely manner.
- Act as the primary POC between the customer and the project team.
- Leads cross task/project planning for contractor resources, scheduling, milestones, and deliverables.
- Interface with and Manages teams of emergency managers, analysts, technicians, subcontractors, contract support personnel, and customers across nationwide operations.
- Facilitates cross task/project communication within the internal team, government, and other stakeholders.
- Ensures adherence to DHS and FEMA processes, procedures, standards, and policies required by the Government for the Program.
- Conducts project health checks, participate, and provide internal CACI Project Reviews and Reports.
- Manage costs and ensure all Project deliverables are met and ensures conformance with project tasks, schedules, and costs.
- Identifies, assesses, and resolves complex business problems/issue/risks and facilitates issue resolution and risk mitigation.
- Ensures CACI back-office support to properly process vendor requisitions, invoicing, and personnel security clearance requirements.
- Performs contractor team and supplier assessment and evaluations.
- Provides decision-making and domain knowledge that have a critical impact on overall Project performance.
- Support and manage preparation of weekly and monthly progress reports on all projects of responsibility.
- Provide planning, coordination, attendance to support customer meetings. Development of presentation materials for customer meetings as required.
- Develop and utilize project plans and schedules to manage and report against customer requirement. These plans may address items such as Requirement’s analysis and tracking, Risk Management, Configuration Management, Project Staffing, etc.
- Support and ensure on-time delivery of all contract deliverables.
- Support all new and established SharePoint and tools utilized in the implementation of all projects.
- Support the creation and/or review SOWs and purchase requisitions for the procurement of products and services required for each project.
- Travel to other CACI or Customer Sites as necessary.
- Understand and adhere to all CACI Ethical and Compliance policies
- Proactively ensure a safe work environment and adhere to CACI EH&S policies and procedures
- Perform other duties as required
- Consistent and reliable on-site attendance required.
Skills and Knowledge:
- Minimum Bachelor's Degree or 15 years of program/project management experience for the position.
- Project Management Institute (PMI) Project Management Professional PMP Certification.
- Industry experience in Emergence Management
- Experience with large Federal contracts managing complex program task orders in the $5M to $10M annual size, scope, and complexity.
- Excellent computer skills; proficient in Microsoft applications and other Project Manager software such as MS Word, Excel, PowerPoint, and Project.
These Qualifications Would be Nice to Have:
- Industry certification(s) in Emergence Management
- Experience working with FEMA customers
- Program Management experience with Information Technology (IT) service delivery
- ITIL Foundation Certification
- Public Trust; Secret clearance; or ability to obtain a clearance.
