The Senior Policy Advisor performs advanced (senior-level) consultative services and technical assistance to program staff, governmental agencies, community organizations, or to the public.

The Senior Policy Advisor interfaces with external partners to coordinate policy development and analysis that involves state health and human services issues, specifically services that impact behavioral health services inclusive of both mental and substance use services programming, planning and policy. The Senior Policy Advisor works under minimal supervision with extensive latitude for the use of initiative and independent judgment.

Reviews proposed state and federal statutes and regulations that impact HHSC agencies and provides consultation and guidance to ensure compliance. Implements initiatives and projects across agency and HHSC and with external partners that support HHSC agencies in achieving their goals and objectives.

This position has broad authority over policy related issues specific to programs operated in the behavioral health services department and may engage in activities that ensure seamless implementation of legislative initiatives, analysis of federal, state, and local statute and rules that govern the provision of behavioral health services as well as other highly visible initiatives with MHSUP.

Assists with the coordination and facilitation of the MHSUP Policy Committee. Facilitates planning, implementation, and evaluation of strategies to achieve HHSC priorities, policy development, and coordination. Works across HHSC and in coordination with internal and external stakeholders to develop policies and coordinate implementation, consultation. Initiates, develops, and ensures the coordination of briefing documents, issue papers, correspondence, bill analyses and memorandums for executive management review and decision-making. Responds to legislative correspondence and requests ensuring coordination with appropriate staff. Meets with fiscal and budget staff to provide guidance and input in assessing the fiscal impact of proposed policy changes. Represents HHSC on external Councils, Committees, or workgroups.


Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
Forty percent: The Senior Policy Advisor facilitates the MHSUP Policy Committee. Provides assistance, advice, and direction to the health and human services agencies to ensure policies, procedures, and processes are in compliance with HHSC guidance and legal mandates as they occur.
Works closely with the MHSUP teams related to policy issues. Represents the HHSC in coordinating the development and implementation of HHSC agency activities and functions that improve and enhance collaboration and partnerships between HHSC and external partners such as, Texas academic institutions, medical institutions, professional licensing board boards such as the social work, professional counseling, licensed chemical dependency counselor and, non-HHSC state agencies, federal partners and county and local agencies. Interfaces with external partners to coordinate policy development and analysis that involves state health and human services issues pertaining to behavioral health services. Escalates issues to Senior Policy Director as appropriate for decision making and or resolution.
Twenty percent: Reviews changes in legislation affecting the health and human services agencies and coordinates with budget and fiscal departments to determine the impact on agencies. Implements initiatives and projects with external partners that support HHSC agencies in achieving their goals and objectives. Facilitates planning, implementation, and evaluation of strategies to achieve HHSC priorities, policy development and coordination to include direct oversight of staff with a primary focus on prevention services.
Twenty percent: Works on cross agency and HHSC projects as assigned by the Senior Policy Director related to behavioral health issues. Reviews proposed state and federal statutes, and state and federal regulations that impacts HHSC agencies and provides consultation and guidance to ensure compliance. Initiates, develops, and ensures the coordination of briefing documents, issue papers, correspondences, broadcast messages, bill analyses, and memorandums for executive management review and decision-making.
Ten percent: Attends council or committee meetings as needed. Responds to legislative correspondence and requests ensuring coordination with appropriate staff. Represents HHSC on external Councils, Committees, or workgroups. Provides updates to Senior Policy Director, Associate Commissioner of MHSUP, and executive leadership as needed.
Ten percent: Represents MHSUP and HHSC as requested at legislative hearings, meetings, and conferences. Testifies and may serve as a resource witness. Engages in employee engagement activities to enhance team cohesiveness. Completes other duties as assigned in accordance with the direction of the Senior Policy Director of MHSUP, or their designee.


Knowledge Skills Abilities:
Knowledge
Knowledge and experience of the legislative process.
Knowledge of local, state, and federal laws related to behavioral health.
Knowledge of the public behavioral health system in Texas including publicly funded Managed Care operations.
Knowledge of behavioral health programs and the associated policies and principles of behavioral health services.
Knowledge of evidence-based practices related to behavioral health services.

Registration or Licensure Requirements:


Initial Selection Criteria:
Must have an advanced degree and/or a Bachelor’s degree in a human services profession, business administration or public health. Must have experience leading team(s) within a large human services organization.

Preferred: If you have an advanced degree you must have at least 1 years supervisory or managerial experience. If have a bachelor’s degree, you must have at least 3 years of managerial and supervisory experience.
