Program Supervisor III
Supervise the operation of the North Loop Warehouse, to include ordering, receiving, processing, recording and distributing supplies and materials; preparing and maintaining detailed records and files. Supervision is exercised over surplus pick-ups, delivery personnel, equipment maintenance, building maintenance, and scheduling conference room set-ups. Maintains receiving, warehousing, and distribution operations by initiating, coordinating, and enforcing program operational, and
personnel policies and procedures. Safeguards warehouse operations and contents by establishing and monitoring security procedures and protocols. Writes, updates and maintains OEAP warehouse procedures. Controls inventory levels by conducting physical counts and reconciling with a data storage system. Maintains physical condition of warehouse by planning and implementing new design layouts; inspecting equipment, issuing work orders for repair and requisitions for replacement.
Completes warehouse operational requirements by scheduling and assigning employees; planning, monitoring, and appraising job results. Maintains warehouse staff job results by coaching, counseling, and disciplining employees. Train staff as needed.


Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

40% Supervise the day to day operation of the North Loop Warehouse, including development and interpretation of procedures and processes to assure optimum efficiency and effectiveness within assigned areas of responsibility. Provide overall responsibility for daily operations, workload management, customer service, resource utilization, and cost management in the North Loop Warehouse in support of state office: HHSC, TFC, DSHS, DFPS, TWC, DPS. Ensure proper coordination of safety and security oversight and space management, receiving of procured goods, stocking, picking and distributing goods stored in the North Loop Warehouse.

40% Supervises, evaluates, and develops staff to meet operational requirements of warehousing. Ensure quality customer service is being provided, and support of continuous quality improvement. Assist in all aspects of the interview and selection process. Prepare performance evaluations for the warehouse staff, which includes reviewing performance data, encouraging and recommending appropriate training/development opportunities and providing accurate timely feedback to employees.
Exercise problem solving and conflict resolution skills. Assist the FWS Director in coordinating the establishment of any service level agreements and contracts. Perform responsible professional duties associated with reviewing, evaluating and providing warehouse services. As it relates to the Technology Warehouse. Perform liaison duties with HHSC, TWC, DSHS, DFPS, DPS, TFC representatives to ensure participation is consistent with performance measures and criteria.

20% Provide input to the FWS manager in order to develop and implement short, intermediate and long term plans for Warehouse Operations and the Materials Distribution Office, including priorities, goals, objectives, and staffing allocations. Effectively employ equipment and automated systems to meet operational requirements efficiently. Prepare complex correspondence, reports, forms, and documents specific to the North Loop Warehouse. Assist the manager of FWS in the interview and selection process. Ensure a safe and secure working environment at the North Loop Warehouse. Develop and maintain all types of vehicle related reporting and the associated delivery resource allocations.

Registration or Licensure Requirements:

Graduation from an accredited high school or successful completion of G.E.D. program.

Must have a valid Texas driver's license.

Valid forklift driver's license


Initial Selection Criteria:
High School diploma or GED is required. Ability to communicate effectively in writing. Preferred experience in shipping, receiving, sorting and distributing furniture, supplies or equipment. Preferred experience in operating warehouse equipment such as forklift, pallet jack, dolly, etc. Preferred experience driving panel truck and/or cargo van.

Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for Warehouse and Facility Services to include conference room set-ups, sound level adjustments, recordings, quick copy, binding services, submitting building maintenance requests or calls to the Texas Facilities Commission, lessors or various state agency staff. Such participation may require an alternate shift pattern assignment and/or location. Provide administrative support to FWS staff and assist with other department needs as directed by the facility manager or his/her designee.
