Job SummaryJOB SUMMARY
Under general supervision, the Economic Development Project Manager will perform complex, professional-level assignments in economic development, including business recruitment, job development and business retention. The position will conduct research and provide analysis on matters related to the economic health of the City. They will assist in the development of City policies and strategies that affect the local economy, and implement and monitor programs that encourage economic development, investment, and job growth. The position will oversee the finances for the department and assist with finances for other governmental agencies.
ESSENTIAL JOB FUNCTIONS
The Economic Development Project Manager is a contact for businesses and the City representative to the business community and public.
The work involves responsibility for the application of professional knowledge and skills to affect research, analysis, planning, and implementation of economic development programs.
Design, implement, and monitor the success of economic development programs such as business attraction and relocation, small business assistance, commercial revitalization, business retention and marketing key development sites.
Serve as a liaison between prospects, property owners, businesses, City staff, and others regarding development projects and programs.
Serve as a liaison for economic development activities with regional agencies and organizations, such as workforce training and industry trade organizations.
Promote and manage film & TV activity in Forest Park, which includes coordinating site visits for location scouts, permitting, contracts, marketing, and fee collection.
Assist in the preparation and submission of proposals for economic development projects and activities and related funding.
The incumbent requires a high degree of professionalism, problem solving skills, and the frequent use of independent judgment.
The incumbent is expected to develop partnerships with outside agencies and business/property owners and work effectively with the community.
The ability to work in a team and across city departments is required.
General supervision is provided by the Economic Development Director. Assignments may require providing lead, technical, or functional supervision to technical and clerical positions.

Provide City economic development data and develop efficient methods of maintaining current data on businesses, real estate, employment/training and related issues.
Make presentations to elected officials, businesses, and community groups and represent director as needed.
Coordinate the preparation and implementation of special projects and events related to the business community.
Research funding opportunities and prepare grants for economic development.
Prepares reports for committees, Commissions, and the City Council.
Assists in budget preparation, budget monitoring, department payables, grants, and finances.
Support governmental authorities on an as needed basis.
Other duties as assigned.
MINIMUM QUALIFICATIONS
Education and Experience:
Formal education equivalent to a bachelor"s degree is preferred in areas of government/business relations, marketing, sales, business, public policy, or related fields. At least five years of economic development experience or related experience is preferred. Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying.
Knowledge, Skills, and Abilities:
Knowledge of regulations and procedures concerning economic development, and business analysis.
Knowledge of business attraction and retention programs.
Knowledge of marketing and promotional practices and strategies especially related to municipal and community entities.
Knowledge of methods and sources used in analyzing local economic trends and industry data trends.
Knowledge of Federal, State, Local and other resources for economic development and business assistance.
Knowledge of local land use development practices, zoning, and policies.
Ability to plan, organize and implement a comprehensive economic development program, including proactive outreach and communication program which projects the image to the community.
Ability to organize work, set priorities and exercise sound, independent judgment that is consistent with City policy and established guidelines.
Ability to creatively solve problems and to establish and maintain a positive customer service attitude.
Ability to communicate clearly and concisely, orally and in writing.
Ability to supervise the work of professional and administrative staff and consultants.
Ability to work in a team and across city departments is required.
Ability to maintain confidential information and have high integrity regarding public activity.
