This position is located at MCCS MCRD SAN DIEGO . Candidates selected for this position will serve as a Property Control Officer, NF3/RFT.
Major Duties
Responsible for planning, coordinating, and administrating the function of the Marine Corps Community Services (MCCS) Property Control Office. Performs a variety of routine manual and computer-assisted functions necessary for controls over NAF property, record and internal controls, maintaining, documenting, inventorying, reporting and safeguarding MCCS-MCRD San Diego memo and fixed assets property. Provides technical assistance and expedites problem resolutions. Adheres to and enforces existing/new policies, procedures, regulations, and other related guidance pertaining to performance of job duties, procedures, memo and fixed assets property controls, inventories and disposals and other related items or duties. Identifies and initiates action to dispose of excess or obsolete major components or subsystems.
Manages a comprehensive inventory management program within MCCS, with oversight of all MCCS property. Provides recommendations on the implementation of internal controls and loss prevention initiatives around inventory management, improvements and/or ways to streamline the operation to achieve better efficiency.
Provides periodic training or guidance to facility managers and personnel to include but not limited to MCCS inventory accountability, inventory turnover ratio, computerized inventory management and proper inventory procedures. Conducts semi-annual and year-end inventory implementation includes all MCCS non-appropriated and appropriated property. Conducts periodic book to floor inventories and audits, physical verification of memo and fixed asset property to ensure the reliability and efficiency of procedures, and accuracy of records. Surveys and removes items from inventory. Works with accounting staff as needed to investigate, resolve issues, and coordinates information. Coordinate Loss Prevention and Management Analysis and Control (MAC) to maintain controls of property assets, inventory, and records pertaining to memo and fixed asset property.
Plans and organizes work and manages internal procedures and resources to ensure maximum productivity and economies. Monitors programs on a regular basis and initiates corrective action to ensure support of operating programs of MCCS. Manages new property resources and may provide direction or guidance on facility for improvements. Develops plans in conjunction with internal operating directives. Follows Depot directives on disposal of property and/or merchandise, with regards to hazardous waste and recycling. Conducts auction sales of useable MCCS or government assets, which are set for disposal.
Property and inventories will use the Defense Priorities and Allocations System (DPAS) policies and procedures for property control functions. Acts as Property Control Officer (PCO) you will be the lead and oversight MCCS-MCRD San Diego person for all DPAS related matters. Records new property, transfer, or disposal of property per polices. Conducts, oversees, and reconciles physical inventories to the property control records per policies and directives. Discrepancies will be investigated by the PCO and resolved per policies.
Organizes inventory and bookkeeping principles and practices. Maintains accurate electronic and physical records of property, assets, and inventory, with periodic audits for accuracy. Updates records in a timely manner to reflect status of items. Produces and/or maintains supporting documentation for work performed.
Ensures all memo and fixed asset property is correctly marked with MCCS property tags permanently affixed to the item reflecting the assigned identification number, recording the item number with adequate and clear descriptions in the inventory records to ensure items are easily identifiable to locate. Develops and maintains a record, with photos, of all fixed asset property and oversee the database on a company site for the management team to access as needed. Safeguards assets, memo and fixed asset property against waste, fraud, and abuse. Oversees and maintains controls of property on loan or provided to MCCS from the Marine Corps.
Works with representatives of government General Services Administration (GSA) offices. Provides monthly information, requisition and return GSA vehicles as needed. Transports Government (GSA) assigned and MCCS vehicles to auto service centers for service, repairs, accident repair, and other essential needs. Prepares reports and provides information to government agencies, annually or as required. Maintains current licensing on GSA and MCCS vehicles, oversee the exchange of expired government GSA credit cards that accompany each GSA vehicle
Maintains stored items within warehouses with record of contents, department ownership and contact information. Performs general housekeeping and organization skills of offices, warehouses, and outside storage areas.
Performs other related duties as assigned.
Qualifications
A minimum of four years of experience that demonstrates knowledge of managing inventory subsystem. Ability to analyze problems and to develop timely solutions. Must be able communicate effectively, both orally and in writing. Knowledge of laws, regulations, policies, procedures, techniques, and methods of assigned specialization and functions. Ability to plan and organize. Must possess or be able to obtain a valid driver's license. This is a white-collar position where occasional lifting up to 20 lbs may be required and occasional lifting of 50 pounds with assistance. Ability to lift and/or move items, with assistance as needed, between offices, buildings, or transport via truck. Knowledge of computer applications to perform duties in an efficient manner.
