Description/Job Summary

Resouces for Human Development's Behavioral Health and Housing Division is seeking to hire a Revenue Cycle Manager to evaluate, implement, maintain billing and accounts receivable policies and procedures for fee for service programs to ensure collection of receivables for all services provided. The Manager will supervise billing, claims resolution, and payment applications staff and will partner with program and divisional staff and others to ensure the collection of receivables and the reporting and reconciliation of revenue, receivables and uncollectible or un-billable services. Duties may be carried out remotely and from the Philadelphia corporate office based on the needs of the Division. Responsibilities/Duties


  • Create or run reports to analyze billing and accounts receivable trends and keep Director of Revenue Cycle informed as to the progress, results, and conclusions reached regarding:
  • Monitor internal billing and collections performance goals utilizing national benchmarks, data analysis, and standardized reporting techniques to report progress and troubleshoot problems.
  • Provide monthly oversight and review of aged accounts receivable including making inquiries, documenting, and communicating collection issues or concerns
  • Travel to programs throughout the division and partner with other division leaders to review billing procedures including "front desk" functions, ensure compliance with RHD Billing requirements or guidelines, and make recommendations for improvements.
  • Documenting billing and accounts receivable procedures in a clear precise format.
  • Participate in the implementation of billing and accounts receivable procedures for new programs and existing programs implementing fee-for-service billing, including effective transition of billing to billing staff.
  • Analyze and review adjustments and write-off's.
  • Oversee/Review/Prepare Accounts Receivable sum-ledger reconciliations to the General Ledger.
  • Partner with Program and Division staff and other stakeholders to understand and contribute to the review of payor contracts and regulations impacting the billing for services.
  • Partner with National Regulatory Systems assisting with payor compliance audits.
  • Hire and supervise billing and payment applications staff, including work allocation, training, problem-resolution, performance evaluation, motivating employees to achieve peak productivity and performance, and development of billing staff.
  • As a member of the Division Audit Pool, audit program charts and billing records to assure compliance with funder and licensing requirements.

Required Experience

  • Minimum of 5 years billing/accounts receivable experience within Healthcare or Social Services including supervisory experience. Behavioral Health billing experience is preferred.

Required Education

  • Bachelor's Degree preferred. High School Diploma required.

Required Qualifications

  • Intermediate knowledge of Microsoft suite of products (Excel, Word, Outlook).
  • Excellent verbal and interpersonal communication skills; ability to interact with all levels of staff.
  • Excellent problem-solving skills and the ability to utilize multiple sources of information to determine solutions.
  • Ability to establish priorities, multi-task, and meet deadlines in a fast-paced open environment with strong attention to detail and accuracy.
  • Ability to take initiative and accept ownership and responsibility for assigned projects.
  • Ability to travel locally and overnight.
  • Experience with Netsmart "My Avatar" Suite application is a plus.
