We are seeking a Risk Management Specialist to support the Port of Stockton, CA (West Washington Street; Stockton, California, 95203). Under general direction and within the framework of Port policies, procedures and objectives, the Risk Management Specialist will participate in the development, implementation, and administration of a Port-wide risk management program. Such activities include but are not limited to loss prevention, risk assessment, insurance, and policy and procedure development; coordinates with Port departments to help identify and minimize risk issues and avoid losses.

Responsibilities are but not limited to;

  • Assists with facilitating the identification of risks throughout the organization, through effective partnerships with internal stakeholders to develop, report, and monitor formats of risk management issues; develops methodologies for the assessment of risk throughout the organization.
  • Identifies, monitors, and analyzes insured and uninsured risks and makes recommendations on appropriate types and levels of insurance.
  • Monitors and ensures compliance with applicable regulatory requirements (federal, state and local) of risk management programs; assists with development and implementation of needed risk management programs including but not limited to risk transfer, corporate insurance programs, 1st and 3rd party claims management, and recovery claims management.
  • Establishes and maintains risk exposure monitoring and reporting. Tracks and compiles the monitoring, analysis and reporting of financial risk exposures, including claims trending, loss runs and various department statistical reports.
  • Conducts reviews of Port contracts to assess risk exposure; formulates, recommends, and implements insurance requirements and the ongoing compliance of such.
  • Serves as a subject matter expert to staff regarding their risk and liability needs; responds to or appropriately refers questions to management regarding insurance programs.
  • Ensures and monitors compliance of insurance requirements; ensuring all certificates for insurance required by Port contracts are current; may include identification/ implementation of software or other tools to assist in these efforts.
  • Develops and completes various organization risk assessments, using identified and adopted risk matrix and methodology, including such as but not limited to the ISO 31000 Risk Management Standard.
  • Maintains a high-level understanding of claims management related-state regulations, federal statutes and Port Tariff requirements.
  • Prepares Requests for Proposals (RFP)/Request for Quotations (RFQ) and understands governmental procurement processes and requirements.
  • Coordinates insurance renewal process which includes includes obtaining, revising and/or updating underwriting data (property, equipment, and marine values), financials, compiling data and providing to broker(s) of record.
  • Submits property and casualty claims (liability, property, bodily injury, etc.) to the Port’s insurance carriers and/or adjustors; manages claims and works collaboratively with supervisor, independent adjustors, carriers and brokers to resolve claims. Consults with management and, when assigned, legal counsel to determine proper actions regarding claims.
  • Maintains up-to-date schedule of insurance coverage spreadsheet and distributes to management staff when applicable.
  • Ensures Statement of Values is maintained and current; works with internal staff on collection of current information on set frequency; ensures property valuations are conducted and maintained based on strategic and budgeted timeframes and schedules.
  • Develops, prepares and/or maintains various reports, spreadsheets and records; maintains Risk Management records and ensures compliance with records retention as required by law and/or Port policies.
  • Provides professional assistance with annual insurer audits.
  • Modifies and develops processes to enhance department’s operational efficiencies.
  • Assists with development of risk management and mitigation policies and training programs for Port employees and conducts such training.
  • Stays current on risk management and insurance industry practices applicable to the Port, developments and trends through continuous learning opportunities and participation in insurance/risk management organizations.

Minimum Qualifications:

  • Bachelor’s degree from an accredited college or university (regionally accredited, non-profit institution preferred) in public or business administration, insurance, risk management, occupational safety, or another related field
  • A minimum of three (3) years performing complex and highly responsible para-professional and professional level work in risk management or insurance related industry.

Required Certificates and Licenses:

  • Must possess and maintain a valid California driver’s license and be insurable under the Port’s liability policy or provide other insurance acceptable to the Port.
  • CPR certified or the ability to become CPR certified within the first year of employment
  • Must pass a background investigation
  • Obtain and maintain a Transportation Worker Identification Credential (TWIC) card
  • Associate in Risk Management (ARM) or Certified Risk Manager (CRM) designation preferred, required within one (1) year of hire.

  • Extensive knowledge of operational, insurance, and financial business, risk management concepts and terminology, planning or operations including: claims management, property & casualty insurance, contractual insurance requirements/certificates of insurance, loss prevention programs, risk assessments and key risk indicators
  • Experience exercising good judgement, diplomacy and tact when completing assignments with people

  • Experience implementing both insurance and non-insurance related business risk solutions
  • Experience writing, preparing and presenting analytical reports; proficiency in the use of databases, data research and report writing

  • Knowledge of port risk management preferred

Salary range: $91,560-121,580
