General Description
The Railroad Commission of Texas seeks a Document Services Technician to provide (journey-level) detail-oriented records management, document imaging and printing work in the Surface Mining and Reclamation Division’s records section. This position will provide an opportunity to work with records from coal mines in the State of Texas alongside a team of dedicated, Records Analysts and technical staff of various professional backgrounds. Work involves complex records keeping, research, creating and maintaining indexes, repetitive file prepping for scanning, scanning, filing, responding to inquiries and requests, while maintaining accuracy and detail. Continuous use of copy/scanner, Word and Excel indexes, Adobe, and other internal databases for tracking. Works under close supervision with limited latitude for the use of initiative and independent judgment. This is an Austin office-based position with only occasional limited latitude to telework if instructed by management.
Essential Job Duties
- Organize, index, maintain, and retrieve coal mining and exploration digital and hardcopy files.
- Read, comprehend, and follow mine history for accurate and detailed record keeping.
- Download electronic files, name, organize, index, file digital and hard copies.
- Research, log and track mine history using Excel spreadsheets, MS Word, and correspondence tracking systems.
- Prepare, organize, scan, and retrieve files for Texas State Library.
- Prepare and organize files consisting of letter, legal and large format paper maps for digital archiving.
- Prepare documents in accordance with vendors procedures for digital archiving.
- Remove staples, repair torn and folded documents, replaces tab inserts, and mount old photos for digital archiving.
- Respond to customer and staff inquiries with records requests.
- Create and maintain documents in MS Word, Excel, AdobePro, and other internal software applications.
- Research records to ensure application and correspondence files are complete and indexed properly in preparation for digital scanning and archiving.
- Review digital files stored online against hard copies for quality assurance.
- Research documents on microfiche.
- Answer multi-line phone and transfer calls as needed for the main division phone line.
- Performs additional related essential tasks as required to maintain production workflow.
- Other duties as assigned.

Minimum Qualifications
Graduation from a standard senior high school or GED.
Experience and education may be substituted for one another
Experience in the operation of digital imaging equipment and software, scanners, bindery or reproduction equipment.
Must be able to work 8AM-5PM, Monday through Friday, from the Austin office location.
Knowledge, Skills, and Abilities
- Desire to take initiative.
- Knowledge of office practices and procedures, including the use of general office equipment (copier, fax, printer, scanner, multi-line phones).
- Proficient skill in utilizing Microsoft Office (Excel and MS Word), Adobe Pro, and other Windows-based PC software applications.
- Skill in basic arithmetic and reading comprehension.
- Skill in sorting, organizing, and prioritizing workload.
- Skill in communicating effectively, both orally and in writing.
- Must be able to work as a team, and independently.
- Must be able to accept instruction from a Team Lead and/or manager.
- Must be able to push, pull, bend, reach, lift and carry files/boxes up to fifty (30) pounds.
- Must be able to stand for long periods of time making copies.
- Must be able to sit for long periods of time.
- Ability to work on tasks requiring meticulous attention to detail and maintain a high level of accuracy.
- Ability to maintain professional protocol and demeanor when assisting internal and external clients.
- Ability to work under pressure and complete work within established deadlines.
Work Hours and Telework: Standard office hours for Commission employees are 8:00 a.m. to 5:00 p.m., Monday through Friday. Our agency offers alternate schedules for employees, as long as it does not adversely affect operations and service levels, and standard hours of operation are maintained. The Commission may also offer telework based on the agency’s approved Telework Plan. Alternate work schedules and telework may be discussed with the hiring manager during the interview process.
