Job description
This is a full-time position (40 hours per week) with benefits.
Position is responsible for all duties that pertain to filling positions within his/her purview. This includes:
- Developing postings with preferences and selection criteria,
- Screening applications,
- Creating the hiring package for the hiring manager,
- Conducting the salary administration process,
- Determining hiring rates and composing memoranda to support salary decision,
- Ensuring required correspondence is complete, and,
- Closing out the process when the position is filled or otherwise closed.
The incumbent will be proficient with software programs necessary to complete the process efficiently.
The HR Technician will function as Health Benefits Representative (HBR) for employees with his/her purview and as such is responsible for providing assistance to staff in compliance with federal, state agency guidelines to include:
- Health insurance,
- Other insurance programs unique to DPS,
- The various NC Flex programs,
- Short Term and Long Term Disability,
- All types of leave offered by the state (FML, LWOP, VSL, Community Service, Military, etc.),
- Workers' Compensation,
- Retirement programs,
- Adverse weather leave
This position shall be available to coordinate and explain these programs to employees (new, existing, exiting and former) or provide appropriate resources, implement new benefits programs and coordinate open enrollment and other on-going programs to include notifying employees when there are changes in benefits coverage in a timely manner.
This position is responsible for forwarding any necessary information to the Payroll Section or Best Shared Services that involves health benefits. Incumbent must have current knowledge of benefits policies and procedures to include interpret, apply and communicate information to employees. This position shall attend health benefits representative (HBR) meetings and continuing education workshops to keep abreast of current information.
Incumbent shall serve as a resource for personnel within purview regarding benefits policies, laws and issues. This position will coordinate the ADA process for employees within his/her purview by assisting the employee and the supervisor with ADA issues.
Position shall guide the employee through the ADA interactive process, explain the American with Disabilities Act and with management's assistance, ascertain what, if any, accommodation can be provided to the employee. Position will inform employees of all available options such as Short Term Disability, Extended Short Term Disability and Long Term Disability. Position shall retain documents and maintain database.
Position shall process the following transactions for employees within his/her purview; separations, leave without pay and retirements. Position shall be proficient in time administration. This position shall process Workers' Compensation claims for employees within purview and explain processes and procedures to affected employees and/or their supervisors.
This position serves as a consultant for the interpretation of personnel policy questions for employees within his/her purview, referring all complex and unusual problems to the Community Corrections central HR Office.
Position will use Microsoft Office suite of applications and other software programs such as SAP/GUI and Neogov.
The mission of Community Supervision is to protect the safety of citizens in communities throughout the state by providing viable alternatives and meaningful supervision to offenders on probation, parole or post-release supervision. The primary goal of Community Supervision is to reach an equal balance of control and treatment for offenders that will positively affect their behavior and lifestyle patterns. Probation /parole officers protect the public by helping offenders learn to live within the law. They supervise offenders' activities in the community and ensure their compliance with court orders and sanctions.
The Deptartment of Adult Correction is responsible for the care, custody, and supervision of all adults sentenced after conviction for violating North Carolina laws. This department includes State Prisons with custody, healthcare, and facility operations staff as well as the division of Community Supervision. Other divisions include Administration, Compliance & Accreditation, Comprehensive Health Services, Internal Affairs & Intelligence Operations, Post-Release Supervision & Parole Commission, and Rehabilitation & Reentry.
Incumbent must have the ability to:
- Interpret and apply standard personnel policies, procedures, regulations and laws to a variety of personnel transactions,
- Exercise judgment in evaluating situations and making recommendations concerning employees, applicants, positions, transactions and problems,
- Maintain effective working relationships with employees, coworkers and the general public,
- Work independently,
- Maintain confidentiality.

NOTE: The selected applicant must be able to obtain DCI certification within six months of hire.
Minimum Education and Experience Requirements
Associate's degree, typically in Human Resources from an appropriately accredited institution or relevant field and no years of experience required;
or High school or General Educational Development (GED) diploma and 2 years of progressive experience in Human Resources.
