Position Purpose
The Senior Director of Operations has primary responsibility for leading activities, communication, culture, mentoring personnel to meet their goals and targets, developing policies and procedures to improve quality and productivity, setting goals and targets for the organization, creating plans or strategies to achieve goals/ targets and monitoring and managing the performance of the Residential Operations, Custodial Services, Maintenance Services, Grounds Services, Utility Operations, and Science Facilities departments. Working for the Associate Vice President FOM, this includes the strategic, tactical and operational planning and management of the service functions performed by the respective areas for all College facilities. The Maintenance Services shops include the electronic, electrical, equipment maintenance, access control, fire safety and building repair shops. Grounds Services also includes the Woodlands operation at the College Grant. This individual works closely with and supports facilities managers in Real Estate Office (REO), professional schools, and other College organizations, to support College programs where FO&M staff provide services through a chargeback system to support their operations. Working with the Project Management Services department, the individual plans for the operations of new/renovated facilities including impact on operating budgets, staffing, service levels, and the development of an appropriate preventative maintenance program is a key responsibility. The position is also expected to create and build a culture of strong communication, trust and inclusion.
Dartmouth facilities include over 6.5 million square feet of space in 165 buildings. These facilities serve over 5,900 students and 4,000 faculty and staff in a variety of academic, research, administrative, athletic, and residential spaces.

Required Qualifications - Skills, Knowledge and Abilities
  • Minimum of 10 years of progressive, comprehensive experience in building, grounds, utilities, maintenance and custodial services or the equivalent consistent with the position description.
  • BA /BS in engineering, facility management, construction management, business administration, architecture, related field or the equivalent as measured by a diverse professional background with 15 years or more of relevant experience.
  • Demonstrated background in fiscal management including estimating and understanding of theories, practices and policies used in finance and business.
  • Demonstrated organizational, personnel, and managerial experiences including being an effective role model and administration of programs that promote/maintain employee culture and belonging.
  • Ability to relate well to diverse group of constituents and to build strong relationships within and among those groups
  • Outstanding written and verbal communication skills, including interpersonal skills.
  • Proficiency in Microsoft Office Suite or similar software and the deployment of technology within operational responsibilities.
  • Superb attention to detail and organizational skills.
  • Excellent analytical, problem-solving and decision-making skills.
  • Ability to qualify as a Dartmouth Approved Driver.

Preferred Qualifications
  • Experience in a college or university environment is strongly preferred
  • Demonstrated project management experience in complex facilities and/or trades areas.
  • Create metrics and standards for company efficiency and effectiveness measurement; identify areas of improvement.

Description
Leadership of Facilities Operations
  • In a highly complex environment, fosters an atmosphere of collaboration with and among College constituencies including customers and other facilities offices. Communicates with stakeholders to inform and involve them in the decision-making process. Responsibilities include leading facilities staff to ensure that campus students, faculty, staff and visitors are provided with a well-maintained environment in which to learn, teach, and work by providing consistent, well-executed services.
  • Ensures open communication and dialogue on all aspects of work product and process. In addition to departmental customers, this includes coordination and collaboration within other Campus Services departments.
  • Leads strategic efforts at process improvement, including identifying/defining and implementing best practices, implementing service-level agreements both internally with customers and with external contractors, maintaining the highest level of service to customers, and creating operational efficiencies for the College. Conducts regular assessments to identify improvement opportunities.
  • Assumes a lead role for the campus in developing policies and procedures within areas of responsibility.
  • Plans, organizes, and controls activities involved in the responsive, preventative, predictive, and scheduled maintenance and repair of College facilities. Works closely with the staff to establish and define goals and standards for these programs to ensure proper operation, and to correct malfunctions before major breakdowns develop and to ensure continuous and reliable operations. Routinely monitors performance with qualitative and quantitative data.
  • Ensures work conditions are safe and conducive to efficient operations and runs the Facilities Operations & Maintenance (FO&M) safety committee, this includes working with closely with Environmental Health & Safety (EHS) to ensure all areas of campuses are safe from hazards both physical and environmental.
  • Authorizes the activities of contract personnel and services in assigned area of responsibility as required to assure that satisfactory and acceptable performance standards, specifications, material and labor cost, work schedules, etc., are maintained. Authorizes payment for contracted services in accordance with departmental procedures.
  • Defines which tasks are best completed with internal forces vs. outside contractors in a manner consistent with the union contractual obligations.
  • Thinks through opportunities to cross-train resources and provide back-up across facilities, depending on workload demands.
  • Coordinates with FO&M leaders to set service standards across all areas of responsibility. Directs a quality control process designed to support accountability and the achievement of service standards.
  • Guarantees compliance with applicable federal, OSHA, state, and municipal regulations as they relate to facility operations under the Director’s responsibility. Administers building and lab safety regulations in conjunction with the EHS Office.
  • Incorporates sustainability and energy efficiency principles into everyday practices.
  • Performs other tasks to include special studies that involve technical investigation and analyses and recommends solutions to unique engineering and administrative problems.
  • Strategizes with the Senior Director of Technology Services to identify systems to be utilized within the area of responsibility and to plan for system implementations, upgrades, testing etc.
  • Works with senior management to implement long-term company plans. Partners with and strategizes operational efficiencies with the AVP and Chief Operating Officer to ensure consistency across the division.
  • Is one of several “on call” officers for FO&M for emergencies during off hours, weekends and holidays.

Staff and Fiscal Management
  • Delivers managerial oversight of approximately 350 staff members, including all of the exempt, non-exempt, and union members in the repective areas, and directly supervises the Director of Residential Operations, Custodial Services Directorr, Associate Director of FO&M, Maintenance Services, Power Plant Manager, and the Science Facility Manager.
  • Answerable for management issues within area of responsibility including labor relations, individual and group behavior, diversity and sensitivity, team building practices, hiring, discipline, performance evaluations, and rewards.
  • Provides guidance and gives technical and managerial assistance to subordinate employees in the performance of their duties.
  • Collaborates with other Facility Directors to ensure parallel personnel administration policies and objectives among staff.
  • Leads with a tone of collaboration, inclusivity and respect for opinions and feedback at all levels of the Facilities organization.
  • Strives to create intentional space for open communication and dialogue between all levels of the Facilities organization.
  • In partnership with the Director of Culture and Employee Belonging, develops and promotes a culture of employee recognition and satisfaction.
  • Creates and sustains an environment that fosters teamwork, excellence, respect, and accountability.
  • Supervises and serves as a role-model, advocate, and mentor to direct reports and staff.
  • Oversees the building operating budgets, developing and presenting budget proposals for changes including those related to the impact of new construction or renovations on campus. The budget includes labor, material, contracts and other expenses such as utilities, insurance, property taxes, etc..
  • Work in partnership with Campus Services Administration to ensure appropriate fiscal, procurement, and resource administration within area of responsibility. Regularly reviews the budget, providing recommendations and strategies to help the Department meet its budgetary goals including other expenses besides labor materials and contracts.
