SENIOR HUMAN RESOURCES SPECIALIST

MONDAY - FRIDAY
Under the direction of the Director of Human Resources, provides a variety of confidential, administrative, professional level work for human resources services and programs in assigned area, which may include labor relations note taking, HRIS, payroll, reporting, benefits, and leave administration.
- Provide administrative assistance in the collective bargaining process for the District and all bargaining units; maintain the official record of collective bargaining sessions; produce and distribute to all employees and managers negotiated contracts upon completion of the bargaining process.
- Coordinate the District Employee Health and Welfare Benefits Programs including medical, dental and vision insurance and American Fidelity; provide information and assistance to District employees, new and covered individuals.
- Serve as District liaison to insurance companies and/or District broker in all aspects of coverage involving employees, retirees and their covered dependents; maintain communication with employees/retirees regarding benefits plans.
- Implement District annual open enrollments.
- Coordinate medical and disability leaves within mandated time frames; serve as liaison with Payroll and supervisors of employee status.
- Notify, explain and calculate benefits for Family and Medical Leave Act (FMLA), California Family Rights Act (CFRA) and California Pregnancy Disability Leave (CPDL). Compose and issue letters regarding FMLA, CFRA, CPDL, leave and absence usage and rights, and other correspondence to employees.
- Assist in the investigation of employee grievances and complaints of violations of HR policies with respect to classification and compensation matters.
- Process employee re-assignments, transfers and separations, and end of assignment processing, providing feedback to administration, managers, and employees.
- Oversee all aspects of recruitment, employee evaluations; assist with the EEO Plan and employee trainings.
- Handle basic employee relations issues.
- Review documents, records and forms for accuracy, completeness and conformance to applicable rules and regulations. Process and analyze a variety of forms and applications.
- Maintain current knowledge of and assure compliance with laws, rules and regulations related to human resources activities.
- Research, interpret and apply, and monitor compliance with various regulations and policies and procedures including but not limited to Title V, Education Code, EEOC, Americans with Disabilities Act, Family Employment and Housing Act (FEHA).
- Meet and consult with employees, supervisors, administrators and outside agencies regarding human resources policies, procedures, laws, codes, rules, regulations and the administration of classified and academic human resources programs.
- Research, compile, verify and provide information for reports, contracts, special projects, collective bargaining, Board meetings and other human resources related functions.
- Independently prepare, from oral or written instructions, written correspondence, meetings materials and a variety of other materials such as reports, surveys, forms, charts, spreadsheets, and other materials according to established procedures, policies and standards.
- When needed, assist in taking and transcribing minutes for collective bargaining and other council or committee meetings.
- Validate accuracy of all job/payroll related entries into the HRIS system.
- Accurately enter new employee data and personnel transactions into the HRIS System.
- Monitor accuracy of transactions in HRIS computer programs to ensure proper interface with benefits and payroll functions; enters or modifies data.
- Establish and maintain automated records and database files; initiate queries, develop spreadsheets, manipulate data and generate various computerized lists and reports as requested; assure accuracy of input and output data.
- Establish and maintain filing systems including confidential and legally required files including but not limited to collective bargaining, contracts, budget, human resource actions, employee personnel files and records, reports relating to employee training, evaluations and payroll.
- Coordinate and oversee specialized functions or projects.
- Attend and participate in a variety of meetings and participate in professional development activities as assigned.
- Perform other related duties as assigned.
MINIMUM QUALIFICATIONS
Any combination of education and experience equivalent to:
- Associate’s degree in human resources management or related field; or
- Five years of increasingly responsible human resources-related experience
DESIRED QUALIFICATIONS
- Bachelor’s degree in human resources management or related field.
- Previous work experience in human resources in a higher education setting.
Knowledge of and/or experience with Banner and NEOED.
KNOWLEDGE AND SKILLS
- Human resources policies and procedures specifically in the areas of: recruitment, employment practices, training, salary and position administration, basic employee relations, job analysis, and classification and compensation.
- Current laws, codes, regulations and rules, and policies and procedures relating to human resources including but not limited to Education Code, Labor Code, Government Code, and Title 5.
- Report writing preparation and research methods.
- Maintain confidentiality of sensitive and privileged information.
- Compose correspondence and written materials independently.
- Analyze situations accurately and adopt an effective course of action and their implications.
- Proficient in communicating clearly and effectively, verbally and in writing, and in integrating information in the completion of assignments.
- Ability to handle difficult or volatile situations/individuals effectively.
- Organization and problem solving skills and ability to handle high volume of work with accuracy and attention to detail with high level of efficiency while completing multiple tasks simultaneously and adjusting to varying assignments and workloads.
- Proficiency in Microsoft Word, Excel and the other Microsoft Office Suite programs. Experience with Human Resources Information Systems (Banner) and applicant tracking software (HireTouch).

Selection Process:
After the preliminary screening, selected candidates will be invited to the campus for an initial interview with the Search Committee. Videoconference interviews (in lieu of an in-person initial interview) will be offered. Candidates to be interviewed will be selected from applicants who most closely meet the minimum and desired qualifications. Meeting the minimum qualifications does not guarantee an interview. The Search Committee will recommend finalists to the Superintendent/President for a final interview.
