Overview:
The Oak Ridge National Laboratory (ORNL) seeks to hire a Senior Technology Control Officer (TCO) to support the laboratory’s research security initiatives. This position is responsible for implementing and managing an effective risk review process for ORNL engagements with foreign entities that considers emerging and potential economic and/or intellectual competitiveness impacts. This includes the management, identification, assessment, measurement, mitigation and monitoring of sensitive technology risk, and the development of appropriate controls in consultation with other subject matter experts. The TCO will also be responsible for coordinating the development of a new workflow and document management system for these processes in collaboration with ORNL’s Information Technology Services Division.


Description:

  • Collaborates with senior researchers and policy developers to deliver technology protection recommendations and strategy to ORNL leadership,
  • Develops, implements, and maintains effective processes and procedures needed to ensure effective risk management and controls are in place,
  • Defines ORNL research security policies, standards & procedures in line with DOE policies and business requirements,
  • Facilitates compliance with policies, standards and regulations.
  • Maintains strong engagement across multiple stakeholders and collaborates with local, regional & global stakeholders and remains abreast of risk and control agendas,
  • Provides information to ORNL’s advisory councils and working groups associated with sensitive and critical technologies,
  • Monitors sensitive technology and export control regulatory changes, assesses impact, articulates consequences to senior leaders, and develops proactive compliance solutions,
  • Supervises the development and presentation of Outreach programs, and creation of compliance enhancement tools,
  • Establishes assurance mechanisms to effectively measure and assess overall program performance.


Major Duties/Responsibilities:

  • Influences policy and sets direction across national and international organizations within area of expertise. Uses innovative ideas to enhance business results.
  • Provides strategic input for the design, development, implementation, and oversight of the laboratory’s sensitive technologies program, processes, policies, and procedures using risk-based methodologies.
  • Contacts pertain to significant matters often involving coordination among groups. Demonstrates the ability to build consensus across a broad spectrum of stakeholders and/or interest groups by articulating the strategic alignment of the organization.
  • Influences policy across national and international organizations within area of expertise.
  • Provides oversight of experienced professionals. Leads mentoring and training of other professionals within the organization.
  • Directs a dynamic cross functional team through the continuous improvement and oversight of governance framework while maintaining coordination with partners to ensure program compliance and consistent application.


Qualifications Required:

  • Advanced degree in science or engineering and 10+ years of relevant experience.
  • Ability to exercise leadership, self-initiative, independent and sound judgment.
  • Ability to identify issues and develop and implement innovative solutions in support of lab mission requirements and in compliance with applicable laws and regulations.
  • Demonstrated strengths will include a highly collaborative work style and contributing to high performance teams.
  • Ability to work independently and pro-actively, with minimal guidance and supervision.
  • Strong written and verbal skills with the ability to effectively communicate with all levels of stakeholders.
  • Excellent organization skills.


Special/Hazardous Working Conditions or Environment:

This position requires the ability to obtain a federal security Q clearance in a timely manner, which requires:
  • U.S. Citizenship
  • Background Investigation: Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter in accordance 10 CFR 710, Appendix B.
  • Drug Testing: All Security Clearance (L or Q) positions will be considered by the Department of Energy to be Testing Designated Positions which means that they are subject to applicant, random, and for cause drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).
