Senior Technology Officer Job Summary
The Senior Technology Officer leads the strategy and execution of all functional areas of the IT organization. This includes the people, processes, and technology for IT, as well as the interconnections across the entire financial institution. Responsible for developing strategies, planning, coordinating, directing, and designing core functions, as well as providing oversight to projects and programs. This may include large program development/transformation, operations/infrastructure, application development and support, technology portfolio management, etc. Leads and directs the effective execution of the IT’s responsibilities by contributing to and aligning with the IT department’s goals and the Bank’s architecture with a posture that enhances confidentiality, integrity and availability of systems. Works closely with the appropriate business units to align activities to business needs including partnering with the business in developing strategic and tactical plans for the assets, services, or functions managed. Accountable for meeting or exceeding the expectations of the business for each of the IT services provided by the unit.
While leading a fully functional unit, this role is also focused on operating at a high level with an already established set of skills in the following areas of leadership: organizational acumen; efficiency with decision making and utilization of corporate-wide resources/partnerships; overseeing multiple projects of varying size, complexity, priority, and visibility with the organization; and financial responsibility for a the multimillion dollar IT budget. The Senior Technology Officer provides leadership expertise to the other Unit Leaders including setting strategy and vision acting in the role of Chief Information Office and Enterprise Architect.
1. Leads the people, projects, and functions for the IT business unit.
2. Responsible for developing strategies, planning, coordinating, directing, and designing core functions, as well as providing oversight to projects and programs. This may include large program development/transformation, operations/infrastructure, application development and support, technology portfolio management, etc.
3. Consults with lines of business on how to improve the client experience and increase efficiency and aligns technology roadmap to meet goals of the enterprise’s strategic plan.
4. Understands the landscape of technology companies and solutions to proactively identify and recommend solutions to support and shape the Bank’s growth. Acts as change agent to drive sustainable change.
5. Performs talent management responsibilities including employee selection, performance management, coaching, and development. Manages priorities and workload distribution, and removes barriers that impede progress. Completes all personnel, salary administration, and reporting duties. Performs operational responsibilities that drive team performance including planning, execution, process improvement and best-practice sharing.
6. Ensures operational and support management responsibilities are executed and the appropriate information security and audit controls are in place.
7. Manages personnel, processes, and technology to measure and optimize the development of IT solutions through all phases of the Secure Systems Development Life Cycle (SSDLC) and IT Service Management (ITSM) processes in compliance with regulatory expectations.
8. Provides expertise and perspective to the Executive and Senior Leadership teams on improvements to core IT processes.
9. Responsible for the development and execution of unit tactical and strategic plans that are aligned with the overall IT Vision, Strategy, and risk management posture.
10. Demonstrates and promotes leadership behaviors throughout the organization, especially integrity, accountability, shared ownership, and communication.
11. Responsible for the financial management of the unit, including the creation and adherence to the budget, budget planning, and forecasting/reporting on status.
12. Supports and upholds the integrity of ongoing methodology and approach for systems development and security enhancements.
13. Builds and maintains respectful and trusting relationships with internal IT business partners, business stakeholders, and external relationships including technology vendors.
14. Responsible for managing expectations across the enterprise.
15. Provides a single point of accountability for IT services to the financial institution. This includes measuring quality, timeliness, cost, resource utilization, and risk and providing an escalation point for both the assigned specific business groups and IT.
16. Understands client business strategies and plans. Provides direct input regarding technology to the business strategy in partnership acting as an enterprise architect. Identifies IT support plans specific to each client area.
17. Partners with business leaders to identify, define, measure, and improve IT departmental service levels.
18. Identifies potential technology initiatives that are consistent with the enterprise direction aligned with defined architecture:
- Works closely with client groups to understand their current state and future direction.
- Understands client business practices/processes and presents appropriate technology improvement opportunities.
- Provides direct input to business units to ensure that business technology plans conform to the Westfield technology plan.
- Works with clients to develop proposals for design, development, and implementation of technology projects.
- Identifies and introduces industry best practices and business and technology trends that can have a positive impact on Westfield business.
20. Develops and drives IT department plans by providing the client perspective on overall IT services and delivers assessment and employee development input.
21. Researches and utilizes industry best practices and industry trends to keep current and inform decisions.
22. Provides input to the prioritization of corporate IT technology initiatives/projects. Expected to maintain a company-wide perspective.
23. Maintains awareness, understand, and compliance with the Bank’s internal policies and procedures, laws and regulations appropriate for this position.
24. Provides assistance in response to regulatory and internal/external audit requests.
25. Actively participates in business resiliency/disaster recovery planning activities and participating in recovery drills. Responsible to ensure that their systems can be recovered within the outlined recovery window.
26. Travels occasionally in order to participate in special assignments, training, and/or travel between office locations.
Desired Qualifications/Experience/Certification/Education (in order of importance)
1. 15+ years of IT or relevant work experience.
2. 10+ years of experience successfully managing teams and projects.
3. Experience using advanced technical and business knowledge in multiple disciplines, technologies, and processes.
4. Advanced understanding of Information Security best practices and requirements in alignment with regulatory expectations.
5. Experience working on and managing systems development life cycle projects and processes including requirements, design, development, security, testing, deployment, and support, as well as managing other complex projects, designing solutions, and handling direct client contact.
6. Experience overseeing multiple high priority and highly visible projects.
7. Proven ability to assign, guide, and monitor the work of other leaders/managers, including coaching and development.
8. Experience utilizing strong oral, written, and interpersonal communication skills, including effective presentation skills.
9. Experience in internal and external relationship management.
10. Expertise in the knowledge of business processes and their relationships.
11. Experience providing performance management, coaching, and career development to individual contributors and leaders.
12. Experience successfully planning and managing large and complex budgets.
13. Bachelor’s degree in Information Technology or Business or commensurate experience.
14. Valid driver’s license and a driving record that conforms to company standards.
