Job description

The Benefit Specialist will be responsible for monitoring COBRA and FSA accounts, auditing enrollment data, processing enrollment transactions, assisting in preparation and management of annual open enrollment, assisting in the development and implementation of a variety of benefit programs.

Essential Functions
  • Serves as a focal point for health and welfare related benefits issues.
  • Processes enrollment transactions according to regulations that govern the various benefits. Investigates and resolves enrollment discrepancies.
  • Reviews and processes transactions in the HRMS system. Generates and audits open action and life event reports.
  • Assists in coordination of annual open enrollment materials, enrollment process and benefit seminars.
  • Generates and audits vendor enrollment interface.
  • Maintains Benefits website with various plan documents, forms, and benefit information.
  • Processes COBRA eligibility enrollment, monitor employee's account and services provided by vendor.
  • Monitors employee's FSA accounts and services provided by vendor.
  • Participates in the request for proposal evaluation and scoring of vendor responses.
  • Plans, develops, and/or participates in area and industry surveys. Analyzes results of surveys and develops recommendations for review by management.
  • Assures compliance with applicable federal, state, and local statutory regulations and laws governing health and welfare plans.
  • Prepares staff observances bi-weekly for board documents.
  • Responds to 403(b) inquiries from managers and employees relating to enrollments, plan changes and contribution amounts.
  • Attends periodic workshops and seminars to maintain and update personal knowledge and compliance.
  • Performs and promotes all activities in compliance with equal employment and nondiscrimination policies; follows federal laws, state laws, school board's policies and the professional standards.

Desired Qualifications
  • Associate degree. Bachelor's degree preferred. Degree must be from an accredited college or university.
  • Two years related experience in human resources, benefits administration, or health care management.
  • Knowledge of federal guidelines governing employee benefits and health care administration.
  • Skills in producing detailed and accurate calculations and reports.
  • Effective verbal and written communication skills.
  • Excellent interpersonal skills.
  • Proficient in the use of technical computer applications, including MS Office.
  • Detail oriented, with good organizational skills.
  • Ability to organize and analyze data.
  • Ability to interpret actuarial tables, perform statistical work, and mathematical calculations.
  • Ability to objectively analyze and make recommendations on variety of health and welfare and other related benefits issues.
  • Ability to establish and maintain effective working relationships employees, retirees, and others.
