Description: NSI requires a Test Manager Subject Matter Expert to support the B-2 Program efforts. In this role you will provide full-spectrum Test Management Support to the B-2 Program Office within the US Air Force Life Cycle Management Center at Wright-Patterson AFB in Dayton, Ohio. This position includes both tele-work and government-site work requirements. Assist in managing and organizing resources and personnel needed to meet the objectives of each task efficiently and effectively, as well as exploring new approaches as applicable within the performance of these tasks.
Essential Job Functions: Assist in the designing, planning, execution, analysis, and reporting phases of T&E programs (including any applicable military certifications and procedures) to assess the performance of aeronautical systems, subsystems, and equipment as they progress through the various acquisition phases and milestones. Assist in reviewing/developing/updating applicable program documentation for T&E management requirements across the full spectrum of actions required to award contracts to include, but not limited to: pre-award documentation, development of evaluation criteria, evaluation of weapon system contractor proposals to ensure compliance with programmatic requirements, and post-award documentation actions with a properly signed and approved Non-Disclosure Agreement (NDA). Support development of documentation and presentation materials as requested or necessitated by programmatic limits based on cost, schedule, and performance.
Location: Beavercreek, OH
Education: A High School Diploma/GED.
Experience: 23 years of experience, minimum of 5 years of experience must be in the DoD.
Required Skills:
Allowable Substitutions: Associate's degree plus 17 years, a Bachelor's degree plus 15 years or a Master's degree plus 12 years or a PhD plus ten years of experience is required.
Security Clearance: Top Secret

Required Skills:
- Understanding of the acquisition process and of the entire system(s) being acquired to establish test objectives necessary to ensure a thorough, meaningful test program that will meet program office objectives.
- Understanding of DoD and USAF T&E regulations, processes, and procedures to support the design, planning, execution, and analysis phases of test programs and assess the performance of aeronautical systems, subsystems, and equipment, as they progress through the various acquisition phases and milestones.
- You must demonstrate proficiency equivalent to that of a Defense Acquisition T&E Level III certification.
- Experience in SPO test management, Test program sets, Test execution with test organizations at Eglin AFB, Edwards AFB, Arnold Engineering Development Center, or other test agencies, and Test resourcing and/or policy at Major Command or Air Staff levels.
