About our Children's Shelters
Many children begin life in the face of serious challenges. Instead of playing pretend and imagining grand adventures, unaccompanied children face perilous conditions alone as they travel to unfamiliar countries, leaving home and loved ones behind to escape war and violence. Our children’s centers, operated through a grant from the Office of Refugee and Resettlement (ORR), provide safety, stability and wraparound services. We help children grow into adults who have received love and kindness, instead of only violence and chaos.
What You'll Do
The Trainer and Home Development Coordinator facilitates a comprehensive training program for newly hired personnel, including program leadership, in accordance with the Office of Refugee Resettlement (ORR) and agency policies and procedures and federal and state standards and requirements. The Trainer and Home Development Coordinator will assist the Home Development Specialist (HDS) with developing, implementing, and supporting a comprehensive recruitment and retention strategy and program to recruit new foster families for Unaccompanied Children (UC) in accordance with agency standards, licensing, and funding requirements.

All staff must be able to show proof of immunity to vaccine-preventable diseases transmitted by the respiratory route if working directly with unaccompanied children (UC). Medical and Religious exemptions may be requested after an offer of employment is accepted.

Work Standards
- Implements a training strategy & goals to ensure site requirements are met as reviewed and approved by the HDS
- Provides new and existing staff with yearly required state licensing and ORR mandated trainings for assigned programs
- Provides foster care parents and families with information and resources to aide them in foster care placement, or care of a UC, such as licensing requirements
- Provide trainings to foster parents as needed to meet agency requirements, ORR policies & procedures and Minimum Standards for Child Placing agencies
- Conducts foster home visits as needed
- Maintains confidentiality in all areas of program operations
- Participates in meetings as scheduled by the Program Director
- Other duties and special projects as assigned
Communication
- Updates program training manuals and materials as needed; assists in developing trainings to ensure program requirements are being met under the guidance and supervision of the HDS
- Responsible for tracking all annual required trainings for staff and ensuring staff obtain their required 40 hours of training as per ORR requirements
- Responsible for maintaining program personnel training records to include training certificates & tests

- Assists the HDS in providing case management services and support to foster care parents, families and staff in accordance with licensing standards, contract agreements, agency standards, and funding requirements
- Assists the HDS with recruitment, intake/eligibility process, verification, assessment, approval, placement, and referral services to prospective foster care parents and families and UC
- Assists the HDS with providing ongoing support and case management services to foster care parents and prospective foster families
- Assists the HDS with monitoring foster care homes to ensure homes follow agency requirements, ORR policies & procedures and Minimum Standards for Child Placing agencies
- Assists the HDS with evaluating and monitoring the nature, severity, and frequency of risks associated with the UC or placement
- In the event of an emergency, will evacuate the site with short notice with UC as part of evacuation team
- Assists as needed in providing service and support to UC in care

- Work closely with management, program staff, case management staff, interdisciplinary teams, and other program service providers to ensure foster care parents and families are aware of the full scope of available program services and resources
- Work closely and develop professional relationships with co-workers, while always maintaining ethical boundaries
- Work closely with the Home Development Specialist, Program Leadership, and other service providers to ensure the program services are meeting the needs of the foster care parents, families, and UC and the program goals and objectives are being met
- Interacts with UC in the foster care home and outside activities approved by the agency

Minimum Qualifications
- Bachelor’s degree in Social Work, Counseling, Psychology, or closely related field
- 2 years’ relevant training experience
- Must be able to adapt to change and work evenings & weekends
- Ability to work independently with limited supervision
- Bilingual (English and Spanish) based on service area and service population
- Strong interpersonal and people skills with the ability to work with children and adults from diverse backgrounds
- Strong verbal and written communication skills; ability to write case notes in a clear and concise manner and with no grammatical errors
- Strong problem solving and decision-making skills with the ability to use sound judgement and empathy
- Strong organizational and time management skills with the ability to pay attention to detail and meet deadlines
- Proficient with computer and office equipment & MS Office is required
Preferred Qualifications
- Master’s degree in Social Work, Counseling, Psychology, or closely related field
