What You Will Be Doing
The Alaska Division of Geological & Geophysical Surveys (DGGS) is seeking a motivated and detail-oriented advanced paraprofessional accounting technician to manage and provide fiscal oversight of multiple core administrative functional areas including, but not limited to, grants, reimbursable service agreements (RSA), memoranda of understanding (MOU), and other financial assistance awards, as well as recommending and implementing procedures to ensure division compliance with state and federal regulations and facilitate completion of the administrative support functions essential to the division. This is a full-time permanent seasonal position, with seasonality depending on project funding. This position is anticipated to remain full-time funded in perpetuity. This recruitment is for a single position located in Fairbanks or Anchorage.
Mission and Culture
The DGGS mission is to determine the potential of Alaskan land for the production of metals, minerals, fuels, and geothermal resources, the locations and supplies of groundwater and construction material, and the potential geologic hazards to buildings, roads, bridges, and other installations and structures (AS 41.08.020). The Division views public geologic information as a key element in unlocking our natural resources, protecting communities, and helping grow Alaska's economy.
As part of the Administrative Support Team, this position will ensure critical funding is available, properly tracked, and managed to assist our geologists in providing the geologic information needed to help industry discover and develop Alaska's energy and mineral resources, understand and mitigate geologic hazards, and otherwise contribute to sustaining our communities, ensuring public safety from natural hazards, and developing our natural resources.
Core Responsibilities
This position’s key responsibility is to set up and oversee funding programs, including grants, cooperative agreements, and capital projects, from initial proposal preparation through implementation, maintenance, monitoring, and closeouts within differing federal and state fiscal budget cycles. Specific tasks include, but are not limited to:
- Informing the resource budget manager regarding annual changes within the cost allocation plan and respective cost pools to ensure adequate funds are maintained within appropriate federal accounts for state requested reimbursements.
- Using Alaska Statewide Accounting System (IRIS) and Alaska Data Enterprise Reporting (ALDER) to record, track, and generate reports based on user needs.
- Ensuring the numerous programs´ operational compliance with the cooperative agreements and supporting regulatory authorities, as well as ensuring auditable and accountable management of granted and appropriated federal and state funds.
- Developing, implementing, and maintaining spreadsheets, reports, and graphs to track annual and historical expenditures for resource analysis. Prepare accurate, complete, and concise budget reports, financial reports, and statements.
- Verifying funding availability and establishing accounts and budget tracking processes for current reportable information to state and federal program managers.

The Working Environment You Can Expect
This position is physically located at the DGGS main office in Fairbanks, Alaska and would report to the division’s Admin Officer 2 and work closely with a Grants Administrator. The daily work environment is open and collegial, allowing for collaboration and coordination among the entire DGGS staff. A partial telework schedule may be discussed. For the right candidate, this position may be relocated to Anchorage and work from our Geologic Materials Center.
Who We Are Looking For
We are seeking a motivated, detail-oriented, problem-solving, advanced paraprofessional accounting technician to manage our numerous and complex grants and cooperative agreements. The ideal applicant will have excellent verbal and written communication skills to convey complex financial information clearly and concisely to departmental staff, management, officials, and professional technicians. They will have:
- Demonstrated ability to handle multiple priorities and assignments to meet deadlines, be able to work effectively under pressure–both in a team setting as well as independently–and can interpret federal and state rules, regulations, and fiscal systems to ensure correct distribution and service-based coding of multi-funded expenditures.
- A thorough and extensive knowledge of state and federal principles, practices, and procedures of accounting, budget, and fiscal control, as well as extensive technical fiscal accounting experience utilizing multiple funding sources and complex accounting structures.
- Excellent skills with fiscal accounting and database systems to ensure timely and accurate reporting to management and the ability to interpret and apply numerous and conflicting rules, regulations, policies, and procedures are also desired.
One year of entry technical level accounting or bookkeeping experience.
Substitutions:
Certification as an Accounting Technician from an accredited college will substitute for the required experience.
Post secondary education from an accredited college will substitute for the required experience (3 semester/4 quarter hours equal one month) if it includes at least 6 semester/8 quarter hours in Accounting.
