Assistant Vice Chancellor, Housing Services
Job description
- Lead the vision and strategy to continue to make the entire housing portfolio more affordable to UCSF affiliates at its geographically dispersed campus locations.
- Oversee housing operations through the management of multiple unit directors that function to ensure the safety, security, and well-being of its residents:
- Finance and Business Systems – comprised of budget oversight, finance and forecasting, resident information management and billing system, and data analysis and reporting;
- Housing Administration – includes the services and associated policies governing applications and assignments, occupancy management, customer service, communications, and resident programs;
- Housing Facilities – comprised of facilities operations, projects, renewals, and new construction.
- People and Projects Development – includes centralized human resources and people development, process improvement projects, and new program development;
- Work closely with key partners including Facilities Services, Real Estate, Campus Planning, Budget and Resource Management, Campus Design and Construction and Building Services, Risk Management, Legal Services, Environmental Health and Safety and other Campus Life Services units to serve the program.
- Oversee multiple partnership agreements including meeting housing commitments outlined in a Memorandum of Understanding with the City and County of San Francisco to:
- Meet milestones toward adding 1263 net new housing units by 2050 (doubling UCSF’s housing inventory)
- Establish the first University of California Affordable Housing Program with 40 percent housing units being offered to UCSF staff and trainee households based on San Francisco’s Area Median Income (AMI) standards.
- Explore a variety of non-traditional housing funding methods (including state programs and philanthropy) and delivery methods (including public private partnership (P3) owned and / or operated, master lease, and joint venture occupancy agreements).
- Advance diversity, equity and inclusion and exemplify UCSF PRIDE values to guide a collaborative and supportive culture within the workplace and residential communities.
- Lead the Housing Advisory Committee, a housing policy and service advisory group representing all eligible housing affiliates the academic schools, and major stakeholders.
- Provide best-in-class housing options across a diverse population and be a role model for other UC campuses and educational and medical institutions.
This position reports to the Associate Vice Chancellor, Campus Life Services and serves as a member of the executive team.

- Advanced knowledge of financial analysis, budgeting, financial and capital planning, and fiscal reporting
- Effective communicator with both internal and external stakeholders
- Strong people management and ability to build a highly effective team

Please note: The compensation ranges listed online for roles not covered by a bargaining unit agreement are very wide, however a job offer will typically fall in the range of 80% - 120% of the established mid-point. An offer will take into consideration the experience of the final candidate AND the current salary level of individuals working at UCSF in a similar role.
For roles covered by a bargaining unit agreement, there will be specific rules about where a new hire would be placed on the range.

Department Description
Housing Services aspires to create a desirable housing program for UCSF students, trainees (post docs, medical residents, and clinical fellows), faculty, and staff in a variety of safe and well-maintained residential communities. As a self-supporting auxiliary unit under Campus Life Services, Housing Services depends on its revenues to support its operations, debt service, facility renewal, and capital investments for growing its inventory. Housing is geographically disbursed across six (6) zip codes with current properties located along the Avenues at Parnassus, Aldea San Miguel, Mission Bay, Mount Zion Housing, the Tidelands in Dogpatch and the Academe at 198 in collaboration with UC College of the Law San Francisco. Plans are underway to expand the housing portfolio.

Required Qualifications
- Excellent leadership abilities to oversee multiple functions or departments through subordinate managers.
- Advanced knowledge of financial analysis, budgeting, financial planning, and fiscal reporting from multiple funding sources.
- Expert knowledge in one more more of the specialty units within portfoliio
- Advanced interpersonal skills to work effectively and collaboratively, across all organization levels, internally and externally. Advanced political acumen skills.
- Direct experience resolving conflict and managing sensitive situations
- Training and experience in counseling, crisis intervention, and conflict resolution
- Skills in establishing, implementing, and measuring customer service standards
- Advanced project management skills, including the capability to manage capital and facilities projects
- Advanced verbal, written, and presentations skills to communicate effectively to multi-stake holders and at all levels
- Working knowledge of common organization specific and basic general computer applications (excel, ppt, etc.).
- Expert strategic planning and goal setting skills
- Minimum of 10-15 years of relevant progressive experience
- Direct experience operating housing
- Experience managing housing facilities
- Experience with affordable housing policy and delivery models
- Bachelor's degree in related area and / or equivalent experience / training.
Preferred Qualifications
- Master's degree in related area.
- Direct experience overseeing one or more self-supporting / auxiliary units within portfolio.
- Knowledge of Emergency Response practices and risk mitigation.
