Job description
Duties
- Independently performs policy-oriented legal work relating to the FDIC's supervisory and regulatory functions, with particular emphasis on the development of regulations, legislation, and FDIC legal/supervisory policy guidance, and the interpretation and application of the statutes and regulations governing federal deposit insurance, consumer financial protection, privacy, supervision, and the activities and operations of financial institutions.
- Participates substantially in the formulation of corporate policies through legal analysis of major policy issues affecting financial institution supervision and through the development of agency regulations for adoption by the Board of Directors.
- Prepares legal advisory opinions in response to the questions and issues relating to the interpretation of various statutes and regulations governing high profile areas such as federal deposit insurance, consumer financial protection, privacy, and the activities and operations of financial institutions.
- Takes a lead role in developing and drafting proposed final rules, regulations, policy statements, and guidelines implementing or interpreting provisions of the Federal Deposit Insurance Act and other financial institution legislation, or addressing financial institution supervisory issues.
- Prepares written briefings for FDIC senior management and staff and individual members of the FDIC's Board of Directors, Board-level committees and advisory committees.
- Conducts oral briefings or FDIC senior management and staff and individual members of the FDIC's Board of Directors, Board-level committees and advisory committees.
- Takes a lead role in working with staff members in other government agencies, including the Board of Governors of the Federal Reserve System, the Office of the Comptroller of the Currency, the National Credit Union Administration, the Bureau of Consumer Financial Protection, the Department of Justice, and State banking departments on important and sensitive matters of shared concern.

Qualifications
Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the CG/GS-14 grade level or above in the Federal service. Specialized experience is defined as (1) analyzing legislation related to financial-services or other legislation affecting government agency policies and procedures, and (2) analyzing and drafting regulations, policies, legal memoranda, opinion letters and legal documents.
J.D. or LL.B Degree required.
Active Membership in good standing of the bar of at least one state, territory, commonwealth, or the District of Columbia.

Salary reflects a pay cap for this position of $243,500.

- Ability to draft memoranda, legal opinions, and regulations, and performing research.
- Ability to work effectively with others and to coordinate the work of attorneys, paralegals, and other staff.
- Ability to conduct research that includes analyzing and resolving legal and policy issues and to communicate matters using oral and written presentations, with appropriate recommendations.
- Ability to provide senior management officials and policymakers, as well as Congressional committees, heads of other Federal and state agencies and other policy officials, authoritative legal analyses, advice, and assistance on issues before the FDIC.
