JOB DESCRIPTION

City Schools' Office of Human Capital (OHC) plays a critical role in supporting schools by facilitating employees' movement throughout the life cycle of employment from recruitment to exit management. OHC's Strategy Team is focused on providing the data, analysis and strategic oversight to fulfill OHC's overall mission. The Analyst – Human Capital Data Systems is primarily responsible for conducting complex data analyses that synthesize and summarize various Human Capital data for a variety of stakeholders.  The Analyst – Human Capital Data Systems also supports by developing and maintaining a repository of standard human capital data reports. The Analyst should be someone who identifies problems and comes up with different solutions and ways to resolve them.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Developing and maintaining a repository of standard human capital reports.
  • Implementing and refining the process to solicit, review, complete and retain data requests for OHC.
  • Receiving data sets of various sizes, cleaning them, and communicating them effectively to leadership and stakeholders
  • Completing rapid response requests from stakeholders, including but not limited to: Maryland Public Information Act requests, Audits, and Legal.
  • Conducting complex data analysis to synthesize various data, while implementing and recording strong and consistent methodologies.
  • Collaborating with internal and external stakeholders and operationalizing data to support strategic initiatives.
  • Maintaining knowledge of current human capital issues and topics as they pertain to City Schools.
  • Performs and promotes all activities in compliance with equal employment and nondiscrimination policies; follows federal laws, state laws, school board policies and the professional standards.

Required Qualifications

  • Bachelor's degree in Computer or Data Science, Human Resources, Business Administration, Public Policy, Education, or related field from an accredited college or institution.
  • Other combinations of applicable education, training, and experience that provide the knowledge and skills necessary to perform effectively in the position may be considered.
  • Three years of related experience.
  • Strong analytical, problem-solving skills and critical thinking abilities.
  • Ability to learn technical systems and extract relevant information efficiently.
  • Ability to structure and process qualitative and quantitative data and draw conclusions from it.
  • Experience planning and executing projects in an effective manner.
  • Articulating analysis, technical concepts and instructions to diverse audiences.
  • Strong team spirit and experience working successfully in teams.
  • Ability to work effectively in high-paced environment, with deadlines, and multiple stakeholder viewpoints.
  • Excellent interpersonal skills and ability to adapt to shifting priorities.
  • Excellent written and verbal communication skills.
  • Proficient in the use of computer applications, especially Microsoft Excel. Including ability to develop pivot tables and charts, v-look up formulas, and other formulas as needed.

Preferred Qualifications

  • Experience with Oracle E Business Suite, Oracle Fusion, or a similar HCIS package highly preferred.
  • Experience with programming languages (R preferred), Python, SPSS and/or other statistical packages such as SAS.

This role hybrid in-person/remote with the possibility of being fully remote after the initial onboarding period. Preference for candidates from the mid-Atlantic region as there are required in-person meetings and events scheduled throughout the year.

COMPENSATION

  • Salary: $77,185-$89,060
