The Pinellas County Clerk of the Circuit Court and Comptroller’s Finance Division is in the middle phase of a 3-year Oracle EBS upgrade project that will have a significant impact not only on the way strategic best practices are adopted internally, but also how multiple agencies interact with our people, processes and financial systems County-wide. As a Functional Business Analyst, and ambassador of the Clerk of the Circuit Court and Comptroller’s Office and Finance Division, you will bring your project management, business analysis, and Oracle EBS expertise coupled with your accounting acumen to the center of our professional Finance Division. Currently, our organization needs your assistance with analyzing and recommending new end-to-end business processes, increasing efficiencies across multiple finance and accounting workstreams using various financial software applications including Oracle EBS, MUNIS, Accela, and workflow management. To accomplish this, you’ll tap into your requirements gathering, research, documentation, and configuration skills as well as your problem-solving abilities to determine root causes, propose solutions, and to test/validate new technology solutions and processes.

The team needs advanced excel skills to operate efficiently and rely on the successful candidate to provide that support. We are looking for a highly organized, detail-oriented self-starter, willing to take initiative to support the Division. Excellent customer service and communication with end users and technology support teams will round out the successful candidate.

This is a fabulous opportunity to work with a highly dedicated and collaborative accounting team. This is responsible professional, technical, accounting, and administrative work involving Oracle financial systems in a large governmental environment. This individual will understand general accounting and financial principles and be responsible for analyzing business processes, developing dashboard reports, documenting work and workflows, developing and conducting training programs and conducting organizational research. The incumbent analyzes, evaluates, and recommends technical solutions to problems and participates in implementing, supporting, and documenting technical and business systems. Additional duties may include coordination and assistance in system testing, user training, documentation, procedures, and report preparation. Work requires exercising independent judgment and the ability to deliver creative solutions to a wide range of administrative, technology, business and organizational issues related to ERP financial systems. Base knowledge of generally accepted accounting principles and financial reporting for governments and excellent oral and written communication skills are required.

Essential Job Functions

  • Analyze current business processes and technology systems, create desktop procedures reflecting current state work processes and workflows.
  • Prepare, review, and analyze complex reports and studies.
  • Ability to draft comprehensive business cases.
  • Conduct organizational and industry research, identify functional/technical improvement opportunities, perform cost/benefit and risk assessments.
  • Document research findings, develop solution recommendations, create summary presentations, submit findings with recommendations to leadership for consideration.
  • For approved improvement opportunities, collaborate with business and technology partners as needed to prepare for and execute projects, assist with refinement of solution design.
  • Participate in project execution, create project test plans, and coordinate user testing.
  • Create training plans and training documentation.
  • Coordinate user training.

Position Specific Requirements

Experience - professional experience using and supporting complex accounting systems with at least 2 years of experience with an ERP financial system providing business analysis, configurations, data analysis and reporting as a lead worker.

Education - business, management, accounting, finance, public administration, industrial engineering, information technology, information management or related field.

  • At least 6 years of experience as described above; or
  • Associate degree as described above and at least 4 years of experience as described above; or
  • Bachelor’s degree as described above and at least 2 years of experience as described above; or
  • An equivalent combination of education, training, and/or experience.
  • The individual must be proficient in the use of Microsoft Office Suite.
  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.

Highly Desirable

  • Experience working in a public agency.
  • Experience with complex Oracle accounting software development projects.
  • Experience working in a Project Management Office.
  • Experience with Oracle E-Business Suite, end-to-end business processes across modules such as Procurement, Payables, Receivables, General Ledger, Projects, Human Capital Management/Payroll, Cash Management, Fixed Assets; and BI (Business Intelligence reporting) and working knowledge of Oracle E-Business Suite and underlying source data and processes.
  • Experience modifying and creating Oracle EBS workflows.
  • Advanced Excel and/or SQL experience querying large data sets from multiple sources and developing automated reporting.

Knowledge, Skills, and Abilities

  • Knowledge of base generally accepted accounting principles and financial reporting.
  • Proficiency in use of Microsoft Office application suites.
  • Must be highly skilled in collaboration, communication, teamwork, analysis, and customer service.
  • Knowledge of public administration practices and principles.
  • Must be highly skilled with issue and problem troubleshooting, and project and change management processes.
  • Ability to plan and manage multiple activities and projects simultaneously.
  • Ability to work collaboratively with diverse team having diverse responsibilities.

Physical/Mental Demands

The work is light work which requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. Additionally, the following physical abilities are required:
