Capital Project Manager (*Restricted)
Job description
This position will serve as Project Manager for multiple capital construction projects. This includes overseeing the development, design, and construction phases of the projects. The position involves an understanding of construction and related engineering aspects. There is significant effort related to ensuring that the technical project requirements are met. This includes code compliance, energy efficiency, sustainability, adherence to NOVA Design Guidelines, and other Commonwealth of Virginia requirements. Work in close coordination with Associate Director, Capital Projects, Capital Project Inspector, and VCCS System Office Project Manager.This is a mid-level to senior position.
This is a restricted position contingent on continuation of funds and business needs.
Duties and Tasks:
- Plans and manages capital projects from initiation through close-out, including developing scopes of work based on client requests or based on solving building issues and engaging stakeholders and coordinates needs with project requirements.
- Supports and coordinates project documents including requests for information, submitting, proposed change orders, pay applications, compliance with codes, and regulatory matters.
- Ensures quick close-out of projects including punch list completion, commissioning, training, as-built drawings, and O&M Manual review.
- Responsible for project safety and quality assurance.
- Maintains extensive knowledge of all College/VCCS policies and procedures, adhering to State and local procurement regulations.
- Applies professional and technical skills and knowledge to direct design professionals through the planning process.
May be required to perform other duties as assigned. May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor.
- Professional expertise and extensive technical knowledge of the entire project development process.
- Knowledge of current codes and environmental regulations; general computer skills to include Microsoft Office Suite, Excel, Access, Word, PowerPoint, and Microsoft Project.
- Excellent oral and written communication skills; strong interpersonal skills, and the ability to work independently with a high level of responsibility and accountability.
- Demonstrated ability to effectively manage multiple projects of varied size and complexity.
- Strong time management skills are essential.
- Ability to work productively and communicate verbally and in writing appropriately with a wide variety of personnel and contractors.
- Knowledgeable with VUSBC and CPSM. Experience with ASHRAE and energy efficiency concepts.
Minimum Qualifications:
- Valid state driver’s license and good driving record.
- Associate degree or Equivalent.
- Some project management experience.
- Significant construction management experience.
- Professional Engineer, Certified Construction Manager, Registered Architect, Virginia Construction Contracting Officer (VCCO).
- Some budget experience .
- Some experience in campus settings.
- Some experience with Commonwealth of Virginia Requirements.
- Some experience with Virginia Community College System requirements.
