Salud Para La Gente (SALUD) provides high quality, comprehensive and cost-effective healthcare to underserved low-income communities in the Monterey Bay area, including Santa Cruz County and North Monterey County. We began in Watsonville in 1978 as a storefront “free clinic”. With the ever growing need for health services, in 1992 we became a federally qualified community health center (FQHC). Today we are a primary health care network with 11 clinic sites, over 400 employees, and continue to provide high quality services to patients of all ages.
The Chief Human Resources Officer (CHRO) is responsible for developing and executing human resources strategy and leadership in support of the overall business plan and strategic direction of the organization and Salud's commitment to becoming an anti-racist organization, specifically in the areas of succession planning, talent management, change management, organizational and performance management, training and development. The CHRO is responsible for planning, overseeing, and evaluating all human resources functions including recruitment, hiring, labor relations, classification and compensation, employee benefits, disability, workers’ compensation and leave management, staffing, performance management, training, policy development and compliance.

Major responsibilities include, but are not limited to, the following:
Leadership

  • Demonstrates excellent knowledge of the theory, principles, practices, and techniques of HR administration, including development of plans and strategies to support the achievement of the organization’s strategic initiatives
  • Develops annual department operating budget, and ensures adherence to approved budget
  • Develops, implements, and evaluates human resources efforts to effectively communicate and support Salud’s mission, vision, and goals
  • Supports the Equity, Diversity and Inclusion goals as guided by the Board
  • Along with the EDI Council, serve as a resource, provide leadership and guidance to ensure equity, diversity, and inclusion is incorporated in Human Resources decision-making, policies, procedures and actions.
  • Serves as a change agent and strategic business partner with various internal stakeholders
  • Provides clear leadership and supervision of Human Resources Department staff
  • Ensures Salud is in compliance with applicable employment and labor laws and regulations
  • Implements human resources management systems that enhance service delivery
  • Establishes and maintains cooperative and constructive relationships with all stakeholders

Labor Relations

  • Leads all labor activities, including collective bargaining contract negotiations
  • Administers collective bargaining agreements and interprets contract language
  • Assists managers with employee disciplinary issues and CBA interpretation
  • Receives, processes and attends grievance hearings

Performance Management, Employee Development & Compliance

  • Ensures performance management policies and practices are consistent throughout the organization, ensuring all staff are evaluated on a regular basis
  • Trains, advises and coaches managers in employee performance matters and sound management practices, and develops educational pathways for employees
  • Oversees personnel investigations and recommends appropriate follow up
  • Creates a safe, confidential and trustworthy environment for all
  • Ensures proper tracking of licensing, credentialing, immunization, and educational data
  • Collaborates with Salud’s outside legal counsel as needed
  • Help generate a Salud wide operational leadership culture that is open, welcomes, challenge, and responds timely to issues raised
  • Identify, develop, and cultivate strategies to build a welcoming, inclusive and healthy workplace culture that fosters respect, equity, and positive recognition of every individual

Requirements:REQUIRED MINIMUM QUALIFICATIONS

  • Master’s degree in Human Resources, Business Administration or related major, or equivalent experience and additional training
  • At least 10 years of progressively responsible HR management experience
  • Strong written and oral communication, conflict resolution and computer skills
  • Experience working with unions and negotiating Collective Bargaining Agreements
  • Thorough knowledge of employment-related laws and regulations
  • HRIS database management experience
  • Ability to maintain strict confidentiality
  • Excellent interpersonal and conflict resolution skills
  • Strong analytical, problem solving, and organization skills

DESIRED MINIMUM QUALIFICATIONS

  • Experience in community health care and/or non-profit experience
  • Bilingual and bicultural
  • SPHR/SHRM-SCP certification

PHYSICAL DEMANDS

  • Extensive computer/keyboarding ability
  • While performing the duties of this job, the employee is regularly required to sit, walk and stand; talk or hear, both in person and by telephone; use hands repetitively to finger, handle, feel or operate standard office equipment; reach with hands and arms; and lift up to 25 pounds.

SALARY AND BENEFITS:
Salary: $147,931 - $179,812/year
Benefit package: Medical, Dental, Vision and Life Insurances, Voluntary Life Insurance, Voluntary Long Term Disability Insurance, 401(k) with employer contribution, PTO accrued at 19 days/year and 12 Holidays.
