Overview:

BGS is seeking a Contracts Specialist to join our team at the Y-12 National Security Complex in Oak Ridge, TN or Amarillo, TX. Y-12 provides integral mission support to the NNSA. This individual is needed in order to accomplish the increased mission needs of the Manufacturing Operations NCS Engineering group.

Responsibilities:

This individual Manages the Prime Contract Baseline on a day-to-day basis.

In this capacity monitors new/revised laws, rules, regulations, directives, standards, and daily correspondence to identify changes that could potentially impact the Prime Contract.

  • Initiates and coordinates, with the appropriate Executive Managers, Contract Modification Assessment requests.
  • Reviews, coordinates, comments and/or finalizes internal and external contractual correspondence.
  • Posts approved contract modifications on the Confirmed Prime Contract.
  • Monitors compliance with Prime Contract obligations; upon request, serves as secretary for official Prime Contract Meetings.
  • Tracks and maintains the status of open issues related to the contract.
  • Assists managers at all levels in identifying their specific areas of responsibility within the contract.
  • Assists in developing and implementing contract management tools aimed at improving the process; and, prepares and distributes hard (and electronic) copies of the current Confirmed Prime Contract upon request.
  • Using FAR principles, interprets allowable cost on Controlled Business Expense (CBE) approval process and conference management funding support request.
  • In this capacity assists the Finance and Business Officer (FBO) Organization to establish, implement and manage an automated system to identify the approval authority for funding requests.
  • Prepares final correspondence for submission of requests for approval to include submission for approval by NPO.
  • In this capacity the incumbent assists individuals in completing forms and cover letter necessary to request funds, submits the formal request to NPO for approval, coordinates resolution of issues related to requests, and tracks status of requests.
  • For both processes, the incumbent assists in maintaining an automated database tracking the performance of the processes in terms of responsiveness and approval rates.
  • Review Request for Offsite Services (ROS), Strategic Partnership Project (SPP) or Work for Other's (WFO) Purchase Orders, Memorandum Purchase Orders, Work Authorizations, Material and Services Order Forms, Inter-contractor Purchase, and Inter-Entity Work Orders to ensure they include adequate contract language.
  • Assist in preparing and organizing materials for meetings, presentations, training sessions.
  • Draft correspondence and prepare reports as assigned.
  • In this capacity, based upon the company’s acceptance of new/revised laws, rules, regulations, directives or standards for inclusion in the contract, the incumbent assists in identification of appropriate subject matter experts to charge with implementing the resultant new and/or revised requirements, requests those identified provide that information to the Contracts, validates the information provided.

Basic Qualifications:

  • BA/BS degree plus 2-4 years of direct Contracts experience, or a MA or MS degree with 1-4 years of Contracts.
  • Successful drug screening.
  • Must be US citizen.
  • Must be eligible to obtain and maintain a security clearance.
