Provisional Appointment: If there is no appropriate eligible list of at least three people willing to accept permanent appointment for this geographic location, the Department may nominate a qualified person for a provisional appointment under the provisions of Section 65 of the Civil Service Law.

Provisional Appointment Qualifications: You must have 120 college semester credit hours which must include 18 semester credit hours in specialized courses related to: environmental health, agricultural science, biological science, physics, chemistry, or production or processing of dairy or food products.
Substitution: Satisfactory full-time experience in dairy products inspection, milk or food plant production, or milk or food plant quality control may be used to substitute for a maximum of 60 college credits at the rate of one year of experience equaling 30 semester credit hours.

Candidates appointed provisionally must take the next scheduled Civil Service examination for this title, and their score must be reachable on the resulting eligible list before they can be permanently appointed. Candidates who do not pass the examination or achieve a reachable score may not be retained.

Duties Description

This position is within the Compliance and Enforcement Unit. The selected candidate would be assigned to assist dairy processors by reviewing dairy product labeling for federal and state regulatory compliance. A major portion of time is spent auditing the processes for producing dairy products including ingredients used and their proportions and assisting processors in developing compliant labeling. It also serves as the consumer complaint coordinator and acts as a liaison between the supervisory regions, and the Food Laboratory. The selected candidate would ensure that all results of analyses are relayed to the appropriate individuals, and all follow up is conducted and recorded properly. Additionally, handles positive antibiotic load tracking along with various other essential C & E Unit functions. It involves a great deal of written and verbal communication in every aspect. This service is critical to industry, consumers, Federal and other State Regulatory agents.

The duties of this Dairy Products Specialist 1 will also, on occasion, involve conducting inspections of milk plants and farms, as well as collecting product samples, in accordance with state and federal regulations to ensure the quality and safety of milk and milk products, and conducting sanitary inspections of dairy farms, milk processing plants, frozen dessert plants, dairy product manufacturers, and milk handlers.
