This position is responsible for leadership and management of the Traffic Development and Support Division (TDSD). This division leads MDOT traffic engineering, traffic operational, and highway safety programs. This position will provide direct management and oversight of licensed professional engineers in the development and application of traffic engineering policies and guidelines including: the Maryland Manual on Traffic Control Devices (MUTCD), traffic control device (TCD) applications, engineering studies, new traffic control device research/innovation, temporary traffic control, and support to district and other MDOT SHA offices. This position will assist the Director's Office with responsibilities relating to the execution of the Strategic Highway Safety Plan, Vision Zero, and other safety programs. This position provides management and oversight to the Highway Safety Improvement Program (HSIP), the Highway-Rail Grade Crossing Program and the SafeZones Automated Enforcement Program. The position will also be a member of the OOTS Management Team tasked to ensure overall business plan goals and operations of the office are effectively implemented and carried through to provide continuous process improvement.

Preferred Qualifications:
Education: Possession of a bachelor's degree from an accredited college or university.
Experience: Six (6) years of experience in administrative or professional work. Two (2) years of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.
Notes:
1. Additional experience in administrative or professional work may be substituted on a year-for-year basis for the required education.
2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-to-year basis for the required general experience.
3. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant on a year-for-year basis for the required education and experience.
The ideal candidate should possess the following:
- Bachelor of Science Degree in civil engineering
- Eight (8) years of experience in professional engineering, including three (3) years of supervisory of other employees or program development
- Four (4) years of engineering experience in the design or manage of projects related to design of traffic control device or ITS and transportation engineering projects
- Professional Engineer License issued in the State of Maryland
- Extensive knowledge and experience with traffic control device design and project management
- Extensive knowledge and experience in traffic engineering analysis, study, and/or traffic operation and safety review and assessment
- Extensive knowledge and experience in developing/reviewing/updating traffic engineering related implement policies, regulations, standard books, guidelines, etc.
- Strong ability to analyze and develop process improvement techniques
- Experience in managing budgets, solving technical problems, and leading/supervising teams
- Ability to work independently
- Excellent internal/external customer service abilities and interpersonal skills
- Good written and oral communication skills
- Proficient computer skills, including comprehensive experience using MS Windows Operating systems applications
