DESCRIPTION
The Orange County Fire Authority (OCFA) is currently recruiting to fill one (1) vacancy for the position of ECC Manager, in the Command & Emergency Planning Section. This recruitment will be used to fill the current vacancy and establish an eligibility list for future vacancies.
DEFINITION
Under general direction, plans, manages, and oversees the day to day operations and functions of staff performing computer aided dispatch functions in the Emergency Command Center; ensures work quality and compliance with established policies and procedures; provides complex and responsible support to executive management in areas of expertise; and performs related duties, as assigned.
SUPERVISION RECEIVED AND EXERCISED
Receives general direction from the Division Chief of Command & Emergency Planning. Exercises general direction and supervision over supervisory, professional, technical, and administrative support staff through subordinate levels of supervision.
CLASS CHARACTERISTICS
This is a management classification responsible for developing, planning, and reviewing the programs, services, and activities of the Emergency Command Center of the Operations Department including responsibility for the radio dispatch system, telephone/radio call recording system, and fire alarm system. Responsibilities include developing and implementing policies and procedures, budget administration and reporting, program evaluation, and management of staff for the assigned areas. Incumbents serve as a professional-level resource for organizational, managerial, and operational analyses and studies. Performance of the work requires the use of considerable independence, initiative, and discretion within broad guidelines.

- Plans, manages, and oversees the daily functions, operations, and activities of the Emergency Command Center.
- Participates in the development and implementation of goals, objectives, policies, and priorities for the areas of assignment; recommends within policy, appropriate service, and staffing levels; recommends and administers policies and procedures.
- Participates in the development, administration, and oversight of assigned budgets; recommends funding for staffing, equipment, materials, and supplies; ensures compliance with budgeted funding.
- Develops and standardizes procedures and methods to improve and continuously monitor the efficiency and effectiveness of assigned programs, service delivery methods, and procedures; assesses and monitors workload, administrative, and support systems, and internal reporting relationships; identifies opportunities and makes recommendations for improvement.
- Participates in the selection of, trains, motivates, and evaluates assigned personnel; works with employees to correct deficiencies; recommends and implements discipline and termination procedures.
- Monitors activities of the Emergency Command Center work unit; identifies opportunities for improving service delivery and procedures; provides recommendations concerning process changes; reviews with appropriate management staff; implements improvements.
- Coordinates assigned services and operations with those of other divisions and outside agencies.
- Establishes shift schedules in accordance with procedures; tracks staff attendance and reviews staff timesheets; on a continuous basis, makes changes, additions, and corrections to scheduling system and generates reports as needed.
- Manages the dispatching of emergency units in accordance with established procedures and policies using a computerized dispatch system, including determining priority of emergency and contacting and sending appropriate response unit; monitors calls after initial dispatch to provide additional coordination, support, or information.
- Manages communications equipment; ensures that equipment is properly operated, maintained, and secured when not in use; oversees and schedules the service, repair, and replacement of equipment as needed.
- Directs and participates in the development, implementation, and maintenance of automated systems within the Emergency Command Center including files that support systems in other areas.
- Directs and participates in the maintenance of files, databases, and records related to calls received.
- Monitors changes in regulations and technology that may affect operations; recommends and implements policy and procedural changes.
- Provides general information regarding department policies, procedures, and regulations, including responding appropriately to complaints, requests for information, and requests for service in person and by telephone, and coordinating work with other Authority departments.
- Attends and participates in various meetings and training sessions as assigned; participates in records and property and evidence related organizations and meetings; schedules and conducts training activities for subordinates as appropriate.
- Participates in development, evaluation, and testing of emergency and disaster operating procedures in conjunction with other departments of the Authority and other partner agencies involved in emergency or disaster planning.

MINIMUM QUALIFICATIONS

EXPERIENCE (position requirements at application):
Five (5) years of increasingly responsible experience working in a Public Safety Answering Point (PSAP) environment, including two (2) years of supervisory experience in a PSAP.
HIGHLY DESIRED QUALIFICATIONS:
- Bachelor's Degree or higher
- Ten (10) or more years in 9-1-1 center operations
- Five (5) or more years in a supervisory/leadership role in a medium-to-large 9-1-1 center serving diverse communities.
Licenses and Certifications
- Possession of a valid California Class C Driver License is required at time of appointment. This classification is subject to enrollment in the California DMV Pull Notice Program, which periodically provides Risk Management with the incumbent's Driver License records and status.
KNOWLEDGE, SKILLS AND ABILITIES

- Principles and practices of employee supervision, including work planning, assignment review and evaluation, discipline, and the training of staff in work procedures.

PHYSICAL DEMANDS
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. Standing in and walking between work areas is frequently required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification frequently bend, stoop, kneel, and reach to perform assigned duties, as well as push and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 10 pounds.
ENVIRONMENTAL CONDITIONS
Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
SELECTION PROCEDURE
INITIAL SELECTION REVIEW:

Base Salary Adjustments: None scheduled.
Annual Merit Review Program
Administrative Managers are eligible for performance salary increases from 2.75% to 5.5% annually based on their work performance and until they reach the top of their salary range. Please note, new managers and newly promoted managers must be assigned to their position prior to March 1 during the annual performance rating period (August 1 through July 31) to be eligible for their initial merit review. Administrative Managers who are at the maximum of their salary range at the time they receive their annual performance evaluation will receive a $500 contribution to their 401(a) deferred compensation account if they received a rating of at least “standard.”
Medical Benefit
Administrative Managers have a choice of medical plans under the CalPERS Health Benefits Program, and receive a monthly cash allotment to be applied toward health care coverage and other benefits. In 2023, the monthly cash allotment is $2,229.24 month. In addition to purchasing health care coverage, at their option, Administrative Managers may receive any or all remaining funds in cash or defer such funds to other benefits. The enrollment period for a new employee is sixty (60) days from the date of employment. The effective date of coverage will begin on the first day of the month following submission of the CalPERS Health Benefit Plan Enrollment Form.

Dental, Orthodontia, and Vision Care
Dental, orthodontia, and vision insurance are provided, at no cost to the employee, for the employee and dependents. Coverage begins on the first of the month following date of hire or promotion.
Optional Benefit Plan (OBP)
An annual allocation of $1,900 (pro-rated for mid-year hire/promotion date) will be provided to Administrative Managers to cover health care costs and other select benefits including:
- Accidental death and dismemberment insurance
- Medical expense reimbursement
- Cash prorated each pay period or lump sum of cash at year end
OBP begins on the 1st day of the month following a 28-day waiting period.
Retirement
All regular OCFA employees are members of the Orange County Employees Retirement System (OCERS) - a defined benefit retirement program. Employees are enrolled in one of the following retirement formulas based on date of hire.
Legacy General Members: Employees hired on or after December 1, 2012, who establish reciprocity with OCERS are enrolled in the 2% at age 55 retirement formula (Plan N). Employees pays their maximum employee contribution based on age of entry into OCERS (or reciprocal retirement system), including any increases to the maximum employee contribution as calculated by OCERS. The compensation limit for Legacy members in 2022 is $305,000.
New General Members (PEPRA): Employees hired on or after January 1, 2013, without reciprocity are enrolled in the 2.5% at age 67 retirement formula (Plan U). Employees contribute 50% of the normal retirement cost toward the employee's retirement contribution but no higher than their maximum employee contribution (based on age of entry into OCERS). The compensation limit for PEPRA members in 2022 is $161,969 (non-Social Security participants).

Life and Accidental Death and Dismemberment (AD&D) Insurance
A life and AD&D policy is provided to Administrative Managers at no cost. Administrative Managers may purchase additional employee paid life, dependent life, and accidental death and dismemberment insurance.
Short-Term and Long-Term Disability Insurance
Short-term and long-term disability insurance coverage are provided to Administrative Managers at no cost.
Deferred Compensation:
Employees may participate in the Authority’s 457(b) Deferred Compensation plan on a voluntary basis. This plan is 100% employee funded.
Retiree Health Reimbursement Arrangement
Administrative Managers hired on/after January 1, 2007 are enrolled in a defined contribution retiree health reimbursement arrangement to which they contribute 4.0% of base salary.
Social Security
OCFA employees are not covered under the provisions of Federal Social Security (OASDI); therefore, they are not required to contribute 6.2% of salary towards Social Security.
Medicare
Employees contribute 1.45% to Medicare. Employees whose wages exceed $200,000 in a calendar year shall contribute an additional 0.9%.
Bilingual Pay
If qualified, bilingual pay is $0.30 per hour up to a maximum of forty (40) hours per FLSA workweek. Pre-designated languages include: Spanish, Vietnamese, Korean, Chinese/Mandarin/Cantonese, and American Sign Language. Other languages may qualify on a case-by-case basis.
Tuition Reimbursement
Administrative Managers are eligible for up to $2,000 per fiscal year in accordance with the program guidelines. Employees are also eligible to be reimbursed for job-related licenses and certifications (including the costs necessary to obtain and/or maintain the license or certification).
Vacation
Vacation accrual begins on your first day of employment. Accrual rates are as follows:
- Upon employment and up to 3 years, up to 120 hours per year
- After 3 years, but less than 10 years, up to 160 hours per year
- After 10 years, up to 200 hours p
