Job Summary: Job incumbent performs administrative functions necessary for the Elder Nutrition Program, including planning, developing standards, policies, and procedures that commensurate with federal guidelines.

Adhere to the TCC Ch’eghwtsen’ model of service and guiding principle which requires providing timely and effective service along with the ability to interact with others in a way that inspires trust and demonstrates respect, compassion and empathy.


Essential Functions

Representative Duties:
Under the direct supervision of the Home Care Manager, job incumbent:

1. Ensures that village food orders are congruent with number of elders in the villages and with federally approved meal planning cycles.

2. Conduct teleconference meetings with Elder Nutrition Cooks bi-weekly to establish appropriate food orders, develop appropriate menus that coincide with food orders and meet program nutrition goals.

3. Responsible for monitoring budget expenditures assuring they are in compliance with federal, state, and grant rules and requirements.

4. Responsible for coordinating monthly teleconference meetings with Village Council members to ensure success of project implementation.

5. Inspect village project sites and evaluate individual food distribution systems for cost efficiency, secured food storage, adequate utensils, and needs for other Elder Nutrition Program supplies.

6. Increase traditional food contributions in each village.

7. Maintain compliance with data collection requirements. Complete and submit routine paperwork in a timely manner. Including the maintenance of number tracking system from Elder Nutrition Cooks for collecting data necessary for preparation of quarterly and year end federal reports.

8. Develop and distribute paperwork for Elder Nutrition Cooks to use in data collection. Provide documentation training to ensure consistent and accurate completion of paperwork.

9. Identify and update policy and procedures in the nutritional program that include but are not limited to food delivery programs, destruction of supplies, unplanned food expenditures, and authorization procedures for Elder Nutrition Cooks.

10. Manage staff to ensure compliance with Federal, and State sanitation guidelines.

11. Coordinator and distribute quality assurance checklist and travel annually for worksite compliance.

12. Coordinate the implementation of additional programs that enhance the Elder Nutrition Program, such as wellness posters and the Naturally Thin Program. Seek funding to support the implementation and bi-annual village travel of these programs.

13. Identify tribal liaisons to support Elder Nutrition program in securing youth volunteers to serve the elders’ program, deliver meals, and perform other assistance to the Elder Nutrition Cooks as necessary.

14. Consults with Tribal Council to identify and address individual village problems in sanitation, water supply, building or refurbishing adequate kitchen facilities, ensuring security and appropriate use of elder nutrition program food and supplies.

Other Responsibilities:

Minimum Qualifications



Minimum Qualifications:

1. Bachelor’s/Associates Degree in Culinary Arts, Nutrition, or as a Dietician will strongly be preferred. In the absence of a candidate with this education, an equivalent combination of education, training, and experience with a demonstrated emphasis on nutrition in food preparation will be considered.

2. Demonstrated experience successfully working with Alaska Native or American Indian and rural populations.

3. Minimum one year of demonstrated experience with grant management, budgeting, and report writing.

4. Minimum one year of demonstrated experience supervising staff.

5. Must pass background check pursuant to Alaska DHSS and federal Indian Child Protection and Family Violence Prevention Act requirements.

Knowledge, Skills and Abilities:

1. Familiarity with Alaskan Native Culture and Traditions preferred.

2. Knowledge and ability to adhere to Health Insurance Portability and Accountability act (HIPPA) and 42 CFR Part 2 confidentiality regulations.

3. Strong verbal, written, analytical, and interpersonal skills.

4. Familiar with and assures compliance with Privacy Act requirements.

5. Ability to operate standard office equipment.

6. Strong computer skills, with experience in Excel, Microsoft Word, Power Point, and the Internet.

7. Must be organized and able to prioritize work.

8. Must be able to work collaboratively as a team member.

9. Ability to adapt to a continuously changing environment and duties.

Supervision:
This position participates in dual supervision of twenty or more Elder Nutrition Cooks.

Physical demands: Incumbent may be expected to work extended hours to complete tasks. Conditions include but are not limited to: travel by small un-pressurized aircraft, poor heat, lack of running water, and adverse weather conditions. Job incumbent must be able to lift and carry up to 30 pounds in support of equipment and supplies. Position requires sitting, standing, and considerable walking. Incumbent must be able to work effectively in a busy, sometimes stressful environment.

Summation: Job incumbent works in an environment of high and regular contact with internal and external partners which make communication and interpersonal skills important. Position requires maintaining positive rapport with a number of different organizations at the Local, State, and Federal level.
