Summary:
The Division Pipeline Engineer is responsible for the technical support of high-pressure natural gas, hazardous liquids, and crude oil pipeline operations as it applies to daily activities, regulatory agencies communication and associated projects within the South Division. Position also has responsibilities for project development and execution, O&M and Capital budget support and management, as well as support of corporate initiatives/projects.
Essential Duties and Responsibilities:
The Pipeline Engineer works with Division locations to provide technical support for pipeline facilities/activities within the Division that include, but not limited to:
- Responsible for providing overall direction and technical assistance to field operating personnel on the class location, HCA and MCA process and their MOC tracking programs, facilitate the proposed class, HCA and MCA change verification/review process, submit necessary projects to Division engineering for future budgeting, execution and completion.
- Assume lead role in addressing proposed encroachment activities by outside parties including landowner actions, road and highway projects, municipal and utility projects, developer, and residential projects, etc.
- Conducts external loading calculations for temporary and permanent right-of-way crossings by landowners and government agencies.
- Track and coordinate the division’s MAOP Reconfirmation, material Traceable, Verifiable and Complete (TVC) program to meet regulatory requirements.
- Communicate with and submit reports as required by federal and state regulatory agencies for offshore pipeline systems.
- Pipeline Shut-out, Start-up and PSSR Procedure training, facilitation, review, and approval
- Work with division Pipeline Specialist to oversee and manage the division’s Shallow cover Program.
- Manage all aspects of assigned projects including design, procurement, contracts, construction/implementation, documentation, cost tracking and forecasting.
- Provide a leadership role in the company’s response to pipeline emergencies and failures.
- Conduct root cause failure analysis of assigned abnormal operations, near misses, failures, and incidents.
- Position will support onshore and offshore pipeline facilities in the South Division.
- Other duties or corporate initiatives as directed by the Director of Technical Services.
- The Division Pipeline Engineer reports to the Director of Technical Operations.
Requirements:
Education and/or Experience, Knowledge, Skills & Abilities:
To perform this job successfully, an individual must be able to perform each essential job duty satisfactorily. The requirements for this position are listed below:
- Minimum of a Bachelor of Science degree in an Engineering Discipline (Mechanical, Chemical, Civil, Petroleum, Natural Gas, Industrial, Process) is required.
- Candidate must be a self-starter, have good organizational skills and be able to accept constantly changing priorities with minimum supervision.
- Knowledge of 49 CFR 192, ASME B31.8, API, and AGA. Industry experience in engineering, design, and operation of natural gas transmission systems.
- Must be able to manage time, work in a team environment and assist team members as required.
- Effective interpersonal and communication skills with the ability to work with a wide range of contacts including technical, operations, risk management, contractors, vendors, attorneys, and various levels of management.
- Candidate must have a proven safe driving record.
- Required to take & pass a pre-employment drug test and will be subject to a background check. (New hire only)
- Required to adhere and is subject to all U.S. Department of Transportation drug and alcohol related regulations and testing.
- Must live within :45 min of the work location
Required experience is commensurate with the selected job level:
- The Associate Engineer level requires a bachelor’s degree and 0-3 years of relevant job-related experience
- The Engineer level requires a bachelor’s degree and 3-6 years of relevant job-related experience
- The Sr. Engineer level requires a bachelor’s degree and 6-10 years of relevant job-related experience.
- The Staff Engineer level requires a bachelor’s degree and 10+ years of relevant job-related experience.
Preferred Qualifications:
- Experience in oil and gas pipeline industry is a plus.
- Proficient computer skills in Microsoft Excel, Word, PowerPoint, regulatory agency data entry and other company software programs.
- Ability to prepare concise and complete written reports for management and project documentation.
- Must possess the ability to integrate commercial and technical requirements to successfully develop projects from origination to completion, including required completion documentation.
- Must be able to handle multiple assignments with deadlines and changing priorities.
- Requires a high degree of initiative and self-motivation.
- Possess a sense of urgency, individual responsibility, and ability to work effectively with all levels of co-workers.
- Demonstrated analytical and problem-solving skills.
Working Conditions:

- Usually, normal office working conditions.
- Must be able to remain in a stationary position 50% of the time due to prolonged periods of sitting or standing.
- Occasional visits to industrial/manufacturing settings, which may include exposure to various materials and chemicals, as well as extreme temperature conditions and loud machinery, and require appropriate personal protective equipment.
- Position requires approximately 50% travel.
- The Division Pipeline Engineer is required to live within 45 minutes of the reporting location.
- Incumbent is subject to extended workdays and/or workweeks.
- Required to carry a cell phone and is subject to 24-hr/day callout at any time for emergency response.
- Ability to travel is required and may be extensive at times.
- Candidate must possess or be able to obtain a Transportation Workers Identification Card (TWIC).
