Description

The Environmental and Emergency Project Coordinator position supports Home Forward’s strategic and operational objectives in the following ways: assists the Environmental & Emergency Manager in creating, implementing, managing, and maintaining policies, response plans, programs, and procedures that improve housing conditions, reduce health risks, build resilience and facilitate a safer environment for residents and staff.

In this context, the incumbent in this position will collaborate with others at all levels of the organization and with external stakeholders in the consideration of significant emergency preparedness and environmental goals, concepts, initiatives, and other activities that affect Home Forward, its employees, and the people that it serves.

COVID-19 Vaccination Requirement:

This position is represented by AFSCME Local 3135 and will close on Monday, January 2, 2023 at 11:59 p.m. This is a hybrid position that includes 1-2 days on-site and the remaining time as telework.

Essential Job Functions

The following tasks are typical for positions in this classification. Any single position may not perform all of these tasks and/or may perform similar related tasks not listed here:

  • Perform a wide variety of complex and responsible support activities for a department, division, or work group.
  • Research, compile, and analyze data and information for projects and reports such as environmental study work plans and project schedules; collect and assemble data and background materials; prepare outlines, reports, and other documents.
  • Lead the organization of grant funding applications, assigning tasks and sections within IFS and to other Home Forward departments and vendors. Ensure internal deadline compliance and timely, final completion of grant funding applications as necessary. Draft project narratives as directed by Environmental & Emergency Manager, Facilities Safety Manager or Director of Integrated Facilities Services & Safety.
  • Develop tracking tools; research/develop evaluation tools; track, monitor, and report issues and concerns to management.
  • Maintain the IFS section of the Home Forward intranet and website with timely, accurate information.
  • Perform tasks to comply with governmental regulations and update tracking documents needed for complete public records.
  • Initiate and maintain a variety of files and records for information related to the area of responsibility, both internal and external.
  • Utilize specialized computer applications to enter data, maintain and generate reports from a database or network system; create documents, and generate maps, and graphics. Coordinate document control, due diligence and electronic filing associated with ongoing and completed projects.
  • Process payments, invoices, and other documents; reconcile invoices and track contract budgets.
  • Perform and coordinate, as back-up, IFS office functions such as supply ordering, office upkeep, assisting office visitors and callers, both internal and external.
  • Operate a variety of office equipment including copiers, mail machine and computer; input and retrieve data and text; organize and maintain electronic storage and filing.
  • Assist with or independently perform safety inspections and debriefs following an emergency event at Home Forward properties.
  • Work on special projects and assist in coordinating emergency response activities as needed.
  • Build and maintain connections and relationships with outside agencies and organizations, especially but not limited to, those participating in the Housing Provider Emergency Preparedness Workgroup.
  • Perform related duties and responsibilities as required.

Qualifications

Knowledge of:


  • The different elements of environmental and emergency management policies and service systems and how they interface with housing.
  • The negative impacts of environmental and disaster service policies that have fallen disproportionately on the Black and Indigenous People of Color (BIPOC) community
  • Principles and practices of complex manual and electronic filing systems
  • Principles and practices of organizing and managing complicated processes with pressing deadlines
  • Principles and practices of account processing, recordkeeping, and mathematics
  • Principles and practices of customer service and problem solving
  • Methods and techniques of community service and public relations
  • Basic record management, storage/retrieval, systems, data collection and word processing;
  • English usage, spelling, grammar, and punctuation
  • Modern office management methods and equipment including Microsoft Office Suite, spreadsheet utilization, database navigation, email, internet, and other applications
  • Pertinent Federal, State and local laws, codes and regulations including construction, health and building codes

Education & Experience Guidelines

Any combination of experience and education/training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:


  • One or more years of experience in office, technical, administrative, and project coordination support, preferably in environmental science/policy/safety and emergency management work.
AND
  • Bachelor’s degree with a focus in Environmental Science, Policy or Safety, or another related field.
OR

Four (4) years of experience in environmental science/policy/safety and emergency management work.
  • Successful completion of FEMA ICS classes 100, 200 & 800

Environment :

Health, Vision, Alternative Care, and Dental Insurance

Paid Parental Leave
Regular full-time employees working at least 32 hours a week that have worked for Home Forward for one year and are approved for a leave for pregnancy disability or prenatal care, parental leave, leave to care for a spouse or partner experiencing pregnancy disability or needing prenatal care, and/or the adoption of and/or placement of foster children will receive a single credit of 160 hours (4 weeks) of sick leave per leave year added to their sick leave bank on the pay period after Home Forward's approval of their leave.

Deferred Compensation
Employees may also participate in Home Forward's 457 Deferred Compensation plan, a tax-deferred retirement savings option available through payroll deduction. We contribute a $750 match to your deferred compensation/457b plan each year.

Tuition Reimbursement Program
Home Forward believes that providing training and educational opportunities for all employees will enhance the agency as a whole. Any regular employee scheduled to work at least 20 hours a week is eligible for the Tuition Reimbursement Program.

Time Off
Home Forward provides 16 paid holidays each year.

Sick leave accrues at the rate of 4.34 hours per pay period for regular full-time employees, or the equivalent of 13 days per year.

Paid vacation leave accrues at the rate of 3.34 hours per pay period, the equivalent of 10 days or two weeks per year for the first five years of employment. After six months of employment, an additional 3 personal days are added to your vacation balance, and then every first of the year thereafter. Part-time employees accrue sick and vacation leave on a pro-rated basis.

Flexible Benefit Plans
In addition to health, dental and vision insurance, employees may be eligible to participate in flexible spending accounts. The pre-tax payroll deductions can be used to pay for qualified healthcare or dependent day care expenses up to the maximum per plan year as established by the IRS.

Public Transit Discount
Home Forward allows employees to obtain a discounted annual all-zone TriMet transit pass and pay for the pass with pre-tax dollars through payroll deductions.

Short-term and Long-term Disability Insurance
Short-term and long-term disability insurance is available to all regular employees working more than 20 hours per week.

Regular full-time employees are provided with life and accidental death and dismemberment insurance. Home Forward pays the full cost of basic employee coverage (up to $150, 000). Supplemental coverage is available for the employee, spouse and/or domestic partner or children of the employee at the employee's expense.
