Position Summary:
JHHCBS Executive Director, Human Resources, provides executive-level leadership and HR guidance to the organization. The Executive Director is responsible for setting, enforcing and evaluating legally compliant human resources policies, procedures, and best practices, identifying and implementing long-range strategic talent management goals, and leading human resources strategy to create, leverage, align and expand services that provide value for JHHCG, Potomac Home Health Care (PHHC), Potomac Home Support (PHS) and its employees. These efforts require partnerships with business units within and outside JHHCBS to maximize and align the benefit and impact of human resources strategy. The Executive Director has accountability for all JHHCBS human resources functional areas in Maryland, Virginia, District of Columbia which include budget, policy, compliance, EEO, survey readiness, recruitment, retention, wellness, engagement, diversity and inclusion, compensation, employee relations, training and orientation.

Reporting Relationship:
Dual reporting to the President/CEO of Johns Hopkins Home Care Group (JHHCG) and the Sr. Vice President of Johns Hopkins Medicine Human Resources

Essential Job Functions:
Working in JHHCBS, and in conjunction with other JHM human resources leaders to develop and plan comprehensive strategies to support the JHM and its people. Lead human resources teams that evaluate new collaboration and alignment opportunities which include:
The development of harmonized policies and practices
The integration and implementation of human resource systems
Strategic partnerships and collaboration with executive leadership within JHHCBS and JHM human resources to define JHHCBS long-term goals and identifies ways to support these goals.
Develops and leads strategies that drive forward recruitment and retention efforts to support the well-being and resilience of staff and the financial viability of JHHCBS.
Aligns and represents JHHCBS in new talent pipeline initiatives and partnership with internal and community contacts and sourcing options.
Leads retention strategy to increase the resilience, wellness, and engagement of staff to include large scale efforts or focused events to improve communication, transparency and to establish a culture of inclusion.
Utilizes JHM and external resources responsibly to provide subject matter expertise where needed.
Identifies and reports key performance indicators for the JHHCBS human resource and talent management functions.
Assess the success and market competitiveness based on key performance indicators.
Develops and implements competitive compensation and employee incentive programs
Sets goals, motivates, and engages human resources staff and generates commitment to human resources strategy and goals in collaboration with other leaders within JHHCBS and JHM.
Creates and articulates a clear and compelling messaging and education for new human resource programs, laws, regulations, policies, and projects.
Aligns JHHCBS organization by providing clear direction regarding human resources matters, defines roles, priorities and desired outcomes.

Actively looks for problems to resolve, analyzes issues, and ensures compliance with applicable laws, regulations and requirements.
Creates and implements human resources budget, reconciles variances and initiates corrective actions, if needed.
Leads initiatives for equal opportunity, diversity, inclusion and fair labor and employee relations actions.
Provides consultative services for change management and communication.

Education, Experience, Knowledge & Skills

Master's Degree in Human Resources, Business or related field
Ten years of progressively responsible leadership human resources experience
In-depth human resources knowledge including strategic planning
Understanding of health care and home care operations
Thorough knowledge of applicable federal, state and local law and regulations,
Knowledge of The Joint Commission Accreditation, Department of Health, and URAC standards and accreditation processes.
Knowledge of and experience with varied human resource information systems.
Thorough knowledge of budgeting, reporting and variance analysis.
Understanding and experience with employer branding, recruitment and compensation strategies
Excellent knowledge of all aspects of HR management and supportive systems.
