RESPONSIBLE TO: Director of Assessment & Tax Claim as well as the Chief Assessor
OBJECTIVE: To assist in the evaluation of all real estate/property, transfer ownership in accordance with applicable state and county regulations, and plot deed descriptions to maps and computers.
QUALIFICATIONS:
A. EDUCATION/TRAINING:
1. High School Diploma or equivalent required.
2. Within 3 years of hire, must obtain (and maintain) a Certified Pennsylvania Evaluator license and fulfill mandatory education courses required as approved by the Pennsylvania Real Estate Commission.
3. Must have a valid driver’s license.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
1. Must be able to speak and understand the English language as well as follow oral and written instruction.

3. Must possess the flexibility to function both independently and efficiently with general public, clients, co-workers, and others.

8. Must possess the knowledge or be willing to obtain the knowledge of state and county laws, regulations, and polices governing real property appraisal.
9. Must possess the ability to record, interpret, and explain assessment/appraisal procedures with the public in an effective manner.
10. Must possess the knowledge of type/method of instruction used in industrial commercial and residential property.
11. Must possess the ability and skills to properly evaluate all types of property tax purposes.
12. Must possess the ability to make mathematical computations correctly and rapidly.
13. Must possess the ability to make correct currency changes when taking tax payments.
14. Must possess the willingness to travel as needed to carry out essential job duties.
PHYSICAL AND MENTAL REQUIREMENTS:
1. Must be able to sit, stand, and walk intermittently throughout the workday with frequent twisting, stooping, bending, reaching, grasping, and lifting/carrying objects weighing a maximum of 30 pounds necessary to carry out essential job duties.
2. Dexterity requirements range from coordinated movements of fingers/hands to simple movements of feet/legs/torso as necessary to carry out essential job duties.
3. Must demonstrate emotional stability.
4. Must be able to pass a background check.
DUTIES AND RESPONSIBILITIES:
1. Assists the general public, abstractors, surveyors, office staff, and attorneys with tax questions and directions.
2. Interacts with external companies, agencies, staff, and internal county and state agencies.
3. Assists the Chief Assessor to ensure proper procedures are carried out in field inspections as well as valuations of land, buildings, and improvements.
4. Assesses all residential, commercial, and industrial properties, both new and improved.
5. Surveys the entire county for changes not reported by permits.
6. Computes the value of real property by means of assessment formulas and determines depreciation for trailers in established appraisals.
7. Reappraises properties as a result of improvements to property and new construction.
8. Explains contested valuations and provides information to property owners on how they are computed.
9. Transfers all deed transactions, right of ways, and traces deeds; locates and plots property lines per deed description to the paper maps, computer, and mylars.
10. Assists Chief Assessor with required state reports.
11. Maintains and processes State Tax Equalization Board Reports on a monthly basis.
12. Operates computers and other office equipment as needed.
13. Attends meetings and training sessions as necessary.
14. Performs other job-related duties as required.
WORKING CONDITIONS:
1. Works indoors in adequate workspace, lighting, temperatures, and ventilation.
2. Average indoor and outdoor exposure to noise, stress, and disruptions.
3. Normal indoor exposure to dust/dirt.
4. Travels frequently during all seasons and is exposed to outdoor elements, including snow and icy driveways.
