We are currently seeking a highly skilled, strategic, visionary, team-oriented Director of Finance to perform managerial, administrative, and fiscal control work for County finance operations with an annual general fund operating budget of $29.7M. Varied duties include but not limited to:
Coordinating, preparing, and administering the annual operating and capital improvement budget;
Advising the County Administrator and department heads on budgetary and other fiscal matters;
Preparing a wide variety of periodic and special financial and statistical reports;
Interpreting and presenting financial/budgetary reports in a variety of public meetings;
Monitoring and forecasting revenues appropriations and expenditures; reviewing fiscal operations to ensure integrity, accuracy, and control of data;
May serve as grants financial administrator to prepare State and Federal reports;
Overseeing payroll and accounts payable and receivable functions; providing risk management oversight;
Overseeing the investment of and accounting for all County funds including debt management;
Performing month end and year end close out procedures, coordinating trial balance reconciliation process with departments, and preparing, posting, and approving journal entries;
Supervising, directing, training, coaching, and evaluating assigned staff;
Preparing internal controls, accounting, and purchasing policies, and monitoring functions to ensure compliance with organizational policies;
Serving as purchasing agent; receiving, reviewing, and approving purchase order requests to ensure compliance with procurement policies; prepares requests for proposals and assists with recommendations for bid awards;
Coordinating the annual audit process, preparing documents as required by audit guidelines; and
Performing other related duties as assigned.
MINIMUM QUALIFICATIONS TO PERFORM WORK:
Bachelor"s degree in accounting, finance, business, or related field
Five (5) years of related experience including considerable supervisory experience
Or equivalent training, education, and experience
Finance experience in the public sector preferred
Certified Public Accountant preferred.
Knowledge, Skills, and Abilities:
Considerable knowledge of general laws and administrative policies governing municipal financial practices and procedures
Considerable knowledge of accounting theory, principles, and practices and their application to a variety of accounting transactions and problems
Knowledge of payroll systems and payroll accounting
Critical thinking and analytical skills
Advance computer proficiency skills to include Microsoft Office and other relevant software programs
Ability to evaluate complex financial systems and efficiently formulate and install accounting methods, procedures, forms, and records
Ability to communicate complex ideas effectively both orally and in writing
Ability to prepare and to interpret financial reports
Ability to develop long range financial plans
Ability to plan, organize, direct, and evaluate the work of employees
Ability to establish and maintain effective working relationships with County officials, other governmental officials, employees, associates, and the general public
